Mod fleet/squadron size maxes

hi folks

can someone tell me where to mod the stack penalty for various sizes? For instance - i dont want grand admirals to be limited to 30 unit stacks.

I cant find this in the modding guides.


Is it in the savegame files? or somewhere else?
