Since Admin Cap is a thing I always thought it was not punishing enough to go over it.
So I made this mod, now I updated to 2.6.
I am also trying to keep this as compatible as possible.
Try it out and give me feedback for further balancing/ideas to improve!

-> Concentrating Business/Production results in less bureaucracy
Doubled Empire Size from colonies
Doubled Empire Size from systems
AdminCap base 30 -> 40
Higher tech cost penalty + higher tech cost with growing empire size
Slightly lower tradition cost penalty
Added Planet Limit to Bureaucratic Buildings
Leader upkeep/cost per empire size
Campaign cost increase per empire size
Governing ethics attraction malus
Crime malus
Pop growth/assembly reduction on penalty
Trade value bonus on penalty
Base Influence Bonus on penalty
