How wasn't it a monarchy at the time, unless you know something we don't?
In CK2 terms it was probably an elective monarchy, based on the succession in the 3E of Halseth (since we have no prior comparisons afaik) as King of Morrowind. Unless of course you think the Tribunal are the temporal rulers? I always saw them as impartial observers in domestic events, only intervening in certain important events, much like Popes. The Tribunal themselves (as in Vivec, Sotha Sil and Almalexia) don't feature in the mod, playable or otherwise; any kind of close depiction, even in their weakened states, would roflstomp the entire continent ;)

Sorry to go all Elder Scrolls nerd, but pre-Imperial Morrowind was not a monarchy. Its described as being governed by a council of the Great Houses, which I guess would make it a republic. Part of the background in Tribunal is that Helseth and the concept of a King of Morrowind are Western imports forced on them by the Imperials.

However, a simple workaround would be to use the concept of Hortator, a war-leader selected from among the Great Houses. In practice, it would just mean that Resdayn is an elective monarchy, and low Crown Authority to represent the strength of the Houses.

Sorry if I'm just repeating stuff at you that you've already decided.

They said they're working on a 4E scenario.

Even still, the modern changes [whatever they are, im just guessing] wouldnt matter in-game would they? Its a tiny island, for a V2 mod itd matter but CK2 has one culture a province and being a small, poor and mostly inhospitable island itd really only need one province with a castle barony and an empty slot to build [ravensrock?] in and those names wont have changed. At most itd be two provinces right? one for the south and one for the skaal in the north and either way basically little to nothing would matter even if a 4E scenario was a priority.

A republic isnt where government is a council its where power is in the hands of a city/merchant class. The pre-Imperial morrowind was not a monarchy, it was half a dozen monarchies. Thats the Great Houses, the larger things that had them work together is represented in CK2 by being in the same religion/religion group or for mechanics purposes as an empire title [as the game isnt very good at uniting against a common enemy. And for things like the same religion/culture states generally fighting each other not going conquering the world in CK2 that works better when their vassals so having the GHs as vassals of an abstracted Morrowind with the ruler representing most-powerful or horator or cheif-secular-arbitator or head-of-the-countil sort of thing if not a defined 'king' would probably work mechanically speaking, but as an abstraction calling it king would work just as well.

Funnily enough until my most recent changes to the map it had 6 provinces all on it's own (each with 1 holding), which were all independent. It was like, as Amauri put it, our own little Ireland. Now it has 3 provinces with 1 holding each (and 1 free slot in one of them).

I don't know which one of you is handling the portraits but here it goes:
As Korbah already knows (if he remembers :) ) I have been working on a project of my own alone (in the future that will likely change). But in the meanwhile I started messing around with portraits to see how far I can go with it. (and to see if I am any good at it). I've already learned a bit (mainly about working with/around dds) through trial and error but it would be really helpful if someone who already had more experience with it could write me a private message with some pointers and suggestions.
Thanks

I was just thinking, aren't the Houses of Morrowind more like factions than families/dynasties? So how is this going to be represented?

The Houses are currently included as Titular Duchy level true cognatic elective titles. Right now there isn't much going on over that part of the world, busy as I am with other things so I can't really give you any information beyond that.

Here is the last 2 weeks work! Don't get too excited. There is still stuff to do, sadly. And I cannot give you a percentage of how much is done or an ETA without asking to Korbah, but i can say that progress is good and everyday mod gets better. Oh and, there is stuff that I didn't list here, becouse there are so many tiny stuff, they all really don't need to be addressed here. I'll post some screenshots tomorrow.

General
-Racial and Birthsign traits are properly added and tweaked.
-Culture and Race is different things now.
-Interracial Traits should be working properly now. If you are in a marriage with someone of an incompatible race, there is stuff to prevent abominations.
-Added "Old Age" and "Extreme Age"
-Added a new CB for Dunmer/Tribunal: Enslavement.
-Changed High Hrothgar to Dragon Cult religion.
-Changed Gender Laws. Orsimer can now only use Agnatic Succession gender law, Tribunal religion can only use True Cognatic, Islanders only gain access to Agnatic and Cognatic.
-Council positions now can be filled with characters that have proper stats, not only proper education.
-Nords will now fair better in battles in mountains, Colovians in Colovian Highlands and Hills, Argonians in Marsh and so on.
-Argonians don't get ill and diseases anymore.
-First steps of Thu'um overhaul. "Preperation" phase is done, next will come the "Journey" phase, followed by the "Study" Phase.

Map
-Added new provinces to Cyrodiil, High Rock, Argonia and Hammerfell.
-Added Yokuda's remainings (small islands) and surrounding sea provinces.
-Numerous height map revisions.
-High Hrotgar is highest mountain now.
-New city graphics (most of them are from Culturally Different Cities. mod).
-Remade all sea provinces with proper names.
-Better color map.

Graphics
-Races should now get proper portraits. There are still missing portraits.
-New Font for map.
-Color tweaks.

Other
-Sooooo many fixes.
-Sooooo many tweaks.
-Family Relations, Ransom All mods integrated.
-Nord, Breton, Skaal and Reachman name lists now consist almost entirely of Lore names with little to no additions.

The new DLC has just been announced as Republics - I think this would make simulating things for the Dunmer much easier, as it seems a lot of the way how Republic elections are handled could work for Morrowind (right down to having five patrician families in each republic (unless there aren't as many Dunmer houses back then?)

@Korbah: Also, I just finished several Khajiit COAs, in case you were still wondering about that. Will you be on steam? I don't think I've been instructed on how to use the tortoise program.

Haalu is really the only Great House that would even come close to being a republic but really itd still be better off not. The Great Houses are castle not city, they are, especially in the upper ranks [which is all CK2 models] heritary nobility of what CK2 represents by castle baronies, they are not government by middle class merchants which is what cities and republics are.
If Republic succesion could be separated from republic mechanics then it might have a place for the highest level title, but i seriously doubt that would be a possibility as most likely republic things will all be hardcoded together as moslem things are.
Even with the republic DLC, any Great Council would still be better represented by a feudal elective monarchy than a republic.
The East Empire Company could make it as a republic but its about the only thing that ESIII that fits the bill, actually maybe guilds too but for the scale theyd be better abstracted so no worries.

If you havent already read the interview then you ought to, republics are about more than just elective mechanics. Almost none of the other money-&-trade-power-centric mechanics would fit Morrowind in the least.

They could use Republic features for the Great House Telvanni to simulate their typical wizard-on-wizard shenanigans.
