Upgrading to a 64bit operating system or investing in additional memory.
I have a 64bit and 3GB of RAM, so I'll try the latter.

so I was looking though the titles and found one called the "Empire of Imperial potentateship" what is this and how do I make it?

A remnant of an old system I was working on a long time ago.

Thanks for the information, guys. I did deleted the mercenary text, but I still have no trait gains even after a five year period. I think I'm going to wait until the next patch. It's very boring to play as a child with no stats and all of my vassals hate my guts. That and I have way too many artifacts.

It only works with new games, as your savegames contain the ultra-high ID numbers.

Whenever I check the vassal, courtier, etc... tabs on the character page the game CTDs.

Download the hotfix on the first page.

I just coded vampirism events and decisions... and i hope no player gets infected. Its really hard to be a vampire. :|

*Checks sig* Yup, that sounds about right. Okay joke aside, how "hard" are we talking here? If its the equivalent of being a imbecilic, ugly, lisp, hunchback, homosexual dwarf who is also a drunkard, kinslayer, infidel and tyrant combined? If so, you gotta change that, shouldnt be a impossible option and all ;P

Well first of all, you need to feed regularly. It might chance how often that is becouse of balance reasons but a vampire generaly needs to feed 4 to 14 days. If he doesn't... well he ends up feeding upon someone anyway, with a higher risk of exposing himself as a vampire... which is not fun becouse then everybody hates you. Not feeding also has a penalty to each attribute (-5 to all actually). So its kinda essential.

There will be some more flavour events but i currently finished turning someone and feeding events.

Also there will be no arbitary turnings. Maybe there will be an event that infect someone every few years, but other than that, the infection will be led mostly by the starting characters. There will be a handfull of them in starting era, and infection event grants them the ability to just infect random vassals or couriers... So it should be fun. I also think about a wierd event chain with specific prerequisites to infect direct liege... We'll see.

Found some issues with the tech growth. I get its supposed to be slow, but the increasing base cost and huge ahead penalties should cover that.
This may be intentional, but tech growth only uses the rulers attributes, NOT the state attributes? As a consequence, military seems to grow way faster than the others because martial is way easier to boost then learning or stewardship between artifacts and minor titles.
Also, the buildings are way too weak. Each one is equal to a single point in the relevant stat, and all but the blacksmith and the tower university require tech for even level 1. So as long as you play fuedal, you have to spend money on buildings in vassal baronies to get any non-military tech from buildings if you can't acquire a tower. And tech growth doesn't even scale with building level, unlike everything else.
Btw, why are temples so much stronger for tech buildings? None of the religions seem to have a heavy enough emphasis on knowledge to justify being the only common holding that produces research outside its specialty and producing twice as much per tier.

And the note of holdings, many of the unique buildings are pretty horribly underpowered. The temple of the one costs 360 gold and about 2 decades or so to build for +1 gold income, and the arcane university gives 50 mages in exchange for 1350 gold and 2 decades of build time. In the universities case, that's 2 or three new HOLDINGS worth of resources. And those are both weak bonuses. 50 mages isn't much when they don't get any of the troop quality upgrades from temples, after all. If something is in the price range of a holding, it ought to be GOOD.

Any plans to show the stages of vampirism (getting stronger longer you leave it without feeding) in order to say, prepare for a war or something. Of course it would require good timing, and attributes would plummet after a certain amount of days. Also, any plans to implement a Dawnguard storyline-type thing? Something to cause eternal night (obviously being near-impossible to get) and all the extras that come with that.

Answers are probably and maybe.

I'll probably add stages of vampirism but not the way is shown in game. Vampire lore is kinda loose when you look at the lore side of things, so i'll use the most common way while using lore too. I am thinking about spliting power level and vampirism stage to two parts. Power level will get higher when player lives longer. Stage goes higher when player doesn't feed for long time. First will give bonuses while latter gives penalties. So I'll write some of the things i planned:

Minor
-A small chance to infect the guy while duel in a battle. (%1?)
-Vassal and Liege events for vampires to make their lives even harder.
-Cure events.
-Vampire nightmare events.

Major
-Creating bloodlines/clans/orders and maintaining them in some way. Maybe even having titular titles for them? Hm. (its canon)
-Vampire Power Levels. Gives bonuses and maybe vampire specific powers.* (50/100/200/400/1000 years.)
-Vampirism Stage. Gives penalties and maybe disable some decision/features.* (1/2/3/5 weeks)

*This or some features of these might be tied to clans/orders/bloodlines.

It may have been discussed already, but why is there no "Men of Akavir" race, the ones the architecture and such in the games comes from, does this mod take the whole "They are the Tsaeci" thing as canon? Because I don't believe that for a second. They existed in the starting date of the mod if I remember correctly. But again I could be wrong, regardless. I think a lot of players would like to play as them, the Tsaeci Tang Mo and Ka Po Tun are fine, and the Kamal are cool. But the Men of Akavir is what everyone gets wet over. (In my experince)

Unrelated: Why are the Ayleid characters Bosmer, and why are Dremora characters Dunmer? Trait wise, not portraits.
