It's possible to play as Tiber Septim, but for that you would need to start in 3774, and deal with Tiber's 90 titles and a very incomplete scenario. On the plus side, the Aldmeri Dominion is there.

the fighters guild and the companions guilds, should be holy orders because the don't like elves and elves can hire mercenaries, and I think there should be I thing we the elder council or a decision so that you can create the down guard, if you have a family member that is an vampire to imprison them, and allow you to let them fight for you.

Companions don't exist in the mod and are unlikely to, their lore states quite clearly they don't interfere in political situations. The only instance they would appear is perhaps as a decision for Nords to clear negative province modifiers (such as Trolls/Giants/Goblins etc) in exchange for cash.
Fighters Guilds don't dislike anyone as an organisation afaik.
Why would you imprison a relative who in theory would already be a vassal or a member of your court, then release them to "have them fight for you"? That would just give you a pointless negative opinion modifier with them, you might as well just leave them free and exploit their bonuses without the negative opinion...
The Dawnguard might well be featured at some point, but I wasn't happy with the way they were previously featured (vampirism as a whole was a bit rough) so they've been removed for now.

I didn't mean to say the fighters guild but the companions because they the hate elves from what, but that's do to the fact that there nords and they kinda think there better than the elves, and I think the dawngaurd at least should have events or have atleast a county or castle, I kinda think they should be a vassel to riften, what about the blades are they in it, and if they are are they a holy order or are they a group of mercenaries, I think either one would work but I think the holy order might be better,

No, some do. The same as some always do. But why would it be relevant to the mod even if they did?

because the high elves think there better and that humans are to young and can not rule and all the want is war, it is stated time and time again the the elder scrolls lore. and if they hate each other they will be more likely to declare on each other.

yes but you forget the nords, they have a bad history with the elves, people think its because of thalmor, but it goes deeper than that. The imperials don't really like the elves either non of them did, The high elves hated the humans, but the orcs and the dunmer liked the imperials, and Bretons.

It actually goes deeper than that... the Humans' prime Aedra is Lorkhan, and the Aldmer resent Lorkhan because they believe that he tricked them into giving up their divinity... The current Thalmor take that beleif to an extreme as they believe if they wipe out Lorkhan's legacy, that they would be able to reclaim their divinity, and that the banning of Talos worship was the beginning of that.

Not all, the only reason the Thalmor do is because they think that if they become successful in unmaking Mundus that the human souls might end up remaking it and thus recreating the prison of mortality.

Its actually more that the three souls that make up Talos ended up mantling Lorkhan's position thus becoming the thing that keeps Mundus from falling apart completely, banning and getting rid of Talos worship is just another step in unmaking mundus, they still need to deactivate the remaining towers of Tamriel to fully unmake it.

true however only the radical elves hated them for that, most of them hated them due to inexperience.

who do you guys like the Imperials or the stromcloaks as a side note.

Neither, I want the Dunmer to rule everything :p but really I prefer the Imperials because the Stormcloaks wouldn't be able to keep the peace as the empire can, especially since the Stormcloaks are known to be oppressive towards imperial supporters after the CW and the silver-bloods would be more oppressive towards the reachman both in Markarth and outside it, we already know that the Silver-bloods are trying to get Ulfric to help in chasing them out of skyrim or possible enslavement.
