Well the Skaal are Nords, so the Nord country is likely to claim their land (Solstheim) as part of the Nord country (Skyrim).

Nay, Solstheim is a De-Jure part of Skyrim :)

Maybe a decision could shift it to morrowind or vvardenfel if they kick skyrim hard enough in a war or if elves rule in skyrim or something.
Maybe even a skint and in trouble skyrim could sell the de jure rights to Solstheim to the dunmer for some quick cash.

The culture however is mostly Nords, or more specificly the Skaal who aside from their cultural difference are Nords in essence :) It's either that or leaving it completely out of De-Jure Kingdoms :)

There's already the CK2 Drift mechanic so if you really want it to be part of the Kingdom of Morrowind, you just need to hold it for a 100 years :)

300 years, but the High Kingdom/Petty Kingdom creation stuff will mess with your attempts to de jure switch stuff by waiting. We'll have to wait and see how people like (or don't like) the High Kingdom stuff before I make any changes (or a better scripter steps in to set it up to work with de jure drift).

I have a question will the dominion have the advantage over the empire, im asking because I think the empire should have won, and that's going to be one of my first things im going to try. But fist im going to play as the septim dynasty, and will the dynasties have there own flags like if you bought the dynasty shield packs, or will they have custom banners.

Okay, dude, read the first post. This takes place in the second Era. This isn't the collapsing Septim Empire. This is post collapse second Empire. You can play as Tiber Septim, but only using a later start date (which may or may not be implemented in the first public version).

I believe they answer pretty much all of your questions on earlier pages in this thread. As far as I'm aware it'll work without DLC's but if you don't have a DLC you won't get the effect of it on your game.

Some graphical stuff from LoR is used, the Chancellor sprite is the one from LoR for example (the vanilla chancellor is used by the Court Mage). I'll drop a file in to remove that "feature" though for anyone having trouble with it.

Will there be any holy Orders in the game. or are you making the fighters guild and the other guilds holy orders.

Fighters guild as a mercenary company makes more sense, however they should make it so that they're free to recruit if the empire is under attack. It makes total sense that the fighters guild fight for their own survival, for if cyrodiil is conquered they're pretty much done.

I have a question will the dominion have the advantage over the empire, im asking because I think the empire should have won, and that's going to be one of my first things im going to try. But fist im going to play as the septim dynasty, and will the dynasties have there own flags like if you bought the dynasty shield packs, or will they have custom banners.

It's possible to play as Tiber Septim, but for that you would need to start in 3774, and deal with Tiber's 90 titles and a very incomplete scenario. On the plus side, the Aldmeri Dominion is there.

Fighters guild as a mercenary company makes more sense, however they should make it so that they're free to recruit if the empire is under attack. It makes total sense that the fighters guild fight for their own survival, for if cyrodiil is conquered they're pretty much done.
the fighters guild and the companions guilds, should be holy orders because the don't like elves and elves can hire mercenaries, and I think there should be I thing we the elder council or a decision so that you can create the down guard, if you have a family member that is an vampire to imprison them, and allow you to let them fight for you.

You can restrict mercenary companies by region.

Also, who said that either of those groups dislike Elves?
