Rather nice idea. It doesn't look like it changes any file PB or SWMH uses, so I'm gonna add it to the list of mods compatible with PB and PB+SWMH.

Then surely that is in line with the policy of "any content that includes DLC content must make sure that it only works if the content is purchased" because it doesn't actually include any DLC content.

The logical thing to do is to simply talk with Paradox about it. They're probably open to that logic.
