This mod adds the court splendor mechanic from EU4’s M&T mod, and many other features to improve depth and immersion.

What is Court Splendor?

Court splendor tracks the prestige of your court. A majestic court will enhance your prestige, your diplomatic capabilities, and will attract artists, scholars, and merchants. In contrast, having a shabby court will decrease diplomatic capabilities drastically.

Every character that is a Duke or above will have their own court to manage. The mod tracks ‘relative court levels’ between you and your liege and vassals. As a liege, you have to be careful that a vassal doesn’t exceed you in the wealth and magnificence of their court, otherwise they will be able to reduce your control over them, or even leave your rule entirely. As a vassal, you might want to increase your court level to such an extent that you can challenge your liege’s rule.

Developing your court is a slow process and takes a lot of gold. It is something you will have to do over generations, and you also need to make sure your capital is free from raiders and looters who will massively reduce your court’s prestige.

What is Autonomy?

Autonomy is a mechanic closely related to court splendor. Large vassals are assigned ‘autonomy values’ which depend on 4 things: Their court splendor relative to yours, their distance from the capital, their relative income, and their relative levies. The degree to which the vassals are autonomous determines whether they pay full tax and whether or not they supply you with levies during a war. If they are quite autonomous, you have to ask them for their support in a war, and this will depend on various factors.

You can also choose to centralize and beat down the ability of these vassals to remain semi-autonomous, however, you will likely have to fight them for it.

What are Great Houses?

The Great Houses mechanic is also related to court splendor.A ‘great house’ flag is assigned to a dynasty that is particularly prestigious – with a large court and a lot of land. Each member of that family is then assigned a bloodline. This is all very important for a ruler, as each vassal of a Great House within your realm will expect land, council control, and special
treatment.

It wont be possible to rule the realm without at least some of the Great Houses of your realm supporting you, but it won’t be possible to befriend them all.

How will I pay for it?

You will need to develop a bureaucracy. As you centralize your realm you will have access to skilled men who can help you increase your income and levies. However, they, and your council members, can all gain a hidden ‘corruption’ trait that will actually have the opposite effect of what you want them to do.

There are many ways to decrease corruption. Having high intrigue helps, and having a talented investigator will also help immensely.

These bureaucrats can also be accessed by increasing court splendor. A prestigious court attracts men of many talents, and such men can improve your realm. This also makes it advantageous to have big vassals, as they will also have access to these bureaucrats and therefore will have more levies and income themselves.

Unique Islamic Mechanics

Islamic countries will react uniquely to court splendor, ina way that fits in with the ‘decadence mechanic.’ A high court splendor means that it is likely that your ruler will become more decadent, inheriting traits like lustful and gluttonous. It will also reduce the number of levies you can field. However, they also have unique benefits to having high court splendor – such as higher tolerance and an extra boost in technology. On the other hand, having low court splendor is somewhat beneficial to Muslims, as it will increase the morale of their armies.

Current Status

The mod is currently in PRE-ALPHA stage and is not balanced or finished. Since I do not play the game much, I require testers and friends to give feedback and/or iron out the bugs.
The court splendor part of the mod is largely functional but some events need
to be added. The autonomy part might have bugs, but is mostly working. The
bureaucracy and corruption mechanics have not been added at all. The Great
Houses mechanic has not been added.

The flexibility of modding minor titles doesnt seem to be that high unfortunately. But what I plan to do is to use events and scopes to achieve the desired effect. You can scope to your court to see if someone there holds a particular minor title. I plan to basically use that to determine whether to fire beneficial or negative province events and things like that.

I certainly could use some help in knowing what would be suitable, historical names for bureaucratic positions at the time. Obviously I'll take some creative license here but I'd like to also keep it historical.

This sounds really cool! Will the AI understand how to run their realm though? And will this be compatible with HIP or CK2+?
As of right now I've managed to get the AI to develop their court quite well. The AI really sucks at saving money, so instead what I've done is calculated a 'target court splendor' based on their income, realm size, character traits, treasury, whether or not they have a loan etc. Depending on the target splendor, I assign a modifier that decreases income and increases splendor accordingly.

It works quite well! In my test game I have an abysmal court as the Abbasids because I ran up debts, but my vassal has a standard court and as a result is fully autonomous.

Also, the AI is able to call levies during war, and does so regularly from what I've seen.

The only issue right now is that the AI regularly changes capitals, which is ill-advised in this mod as that creates a new court in the new capital and reduces your splendor massively. Unfortunately Paradox does not provide a on_capital_change on_action event, so I have to use a convoluted way to get around it. But I've done that for most of this mod..
