Your hotfix really helped with kingdoms, DanJonMin, but... it screwed up other flags
Also can you please remove the trait of maimed and replace it with tough soldier? Realized how dumb that idea was, he keeps dying way too early

I'd really appreciate if you could try to find out what's going wrong with the flags. It's only the HRE on the kingdom/empire front afaik, but also a lot of the counties flags are doing it. Releasing the latest database tonight

It should be 50% if you're using the landed_titles hotfix on page one. I realised some issues with forming empires myself so got rid of all other requirements. To check it, click the de jure box when viewing the kingdom and you should be able to see the empire's flag.
