Alpha status!

With this mod I try to minimize the neccessary time for planet management. I didn't want to completely remove tiles and pops like other mods do, but the planets should develop the same buildings as before more automatic over time. At the same time I wanted pops to be equaly worthwhile on all tiles, so it is not neccessary to optimize every tile with a fitting pop.

To achieve this, I built two main features:

- Every planet builds its own buildings completely autonomously by strict rules. The player or AIs only can build military buildings (or some empire uniques)
- All traits has been changed to simple additives. So an industrious pop produces not 15% more minerals on a specific tile, but produces 0.3 minerals no matter which tile it is working.

That obviously has a lot of consequences, especially when you try to avoid shortages like food or energy shortage. So I added two additional ideas:

- Every planet has one of three focuses. A planet can focus on infrastructure (energy, food and unity), production (minerals) or innovation (research) and get 20% output and a small amount of static bonus.
- Every planet can build projects in the same three categories. A project takes five years in which it costs a lot of recources and then add a modifier of 5% to the planet. It can stack 10 times.

The mod is still work in progress and I am still unsure about the features above so feel free to comment critics or suggestions.
