Quick question (hopefully not a stupid question) and sorry if it is in the wrong area.

If you are setting up a multiplayer game does everyone need the same mods to play the game or is it like the DLC, where if the host has it it's used?

If everyone needs the same mods is that exactly the same. For example if I have a flag mod pack do the other players need that as well? Or is it just mods that effect gameplayer like extra ships and weapons that people need to be aligned with?

Players need to have the exact same checksum to play a issue-free Multiplayer Game.
The checksum is calculated based upon all files altered which affect gameplay.
Visual-only mods may or may not alter the checksum, depending on what they change. Your best bet here is to refer to whether the mod is 'Achievement-compatible' (since Achievements can only be earned if the checksum is not altered. And 1.5 is bugfixed, but that's another story).

Mods are NOT automatically transmitted like DLC, this is because DLCs are not actually transmitted, but present in every game. It's just that not owning the DLC locks some of the features away, unless you're playing with a host who has the DLC.

Therefore, the best practice is to ensure all players participating in a multiplayer game have the exact same version of Stellaris, with the exact same mods installed.
