Mod 33? Mod 34? License the Engine? Help me catch up!

Ok, so I've been out of the hoi2 scene for quite some time. I remember playing DDA 1.2 for a while before other things crowded it out.
So anyway, I'm taking it up again and I need to know what the state of the union is.
(I know hoi3 is out and I've read up on it some. I think I'll hold off on it for a bit until some what-seems-like major annoyances are fixed, maybe in the next expansion.)

I found patch 1.3beta2 that was out last april. Is it safe to say this is the final word in patches? (i.e. there's not going to be a 1.3 'release to manufacturing' version that I should wait for)

I usually played mod 34. I love the tech tree. In fact, I liked it so much that I didn't play anything else for several months. I looked around and haven't found anything about mod 34, but I did find a mod 33. Is it the same thing updated? It used to be in spanish but now in french. Did someone new take it over?

Where is the 'license the engine' project at? I read about the Arsenal of Democracy coming out next month. Is that the end result?
(looks good anyway, probably will get it)

So to sum up: Please catch me up one 1.3beta2, mod 33/mod34, AoD the communites version?

You sound almost identicle to me in both interest, experience, and opinion.

I decided on 1.3beta2 and am playing it now.

I was having troubles unziping with the standard RAR programs till I found the below link and used it.

Yes

They have nothing in common, mod 34 is more about the tech tree, mod 33 about unhistorical events(there are lots of them).

Woohoo! Looks like I came back at just The Right Time. I'm getting excited again!

p.s. I didn't have any trouble unzipping it, I used 7-zip which seems to handle everything just fine.
