I was reading a book recently on the siege of Leningrad, and how the Commiserate of Defense managed to mobilize over 1 million people within roughly 2 months to be on AA duty, fire services and most importantly, workers rifle brigades, of which they managed to accumulate a few divisions worth, which served in combat as well as building the cities fortifications, which deterred a German attack, and the rest is history. However, in terms of the mobilization of the population for military measures, Leningrad is just one example. There is the Home Guard for the UK, The Volksturm for Germany etc etc. Another thing to note is these were formed/ really took flight when things were going poorly for the selected nation. So, what I propose is something of the following:

-Depending on National Unity, a player can click on a city of a VP point, and click to "mobilize" that city, in return for instant militant units or some sort of Ic/production/Resources bonus, at the expense of manpower. The Militia's division formation should be specific to that county, i.e Soviet militia will have more men, Volksturm will have an anti-tank bonus. Think the CK2 raise forces style of interface and mechanics, that was what I have in mind.

Or

-If one's National Unity surrender progress reaches a certain point (to symbolize a nations difficulty), an event granting you the militia divisions/production bonus (similar to the Rodina bonus, or the for the motherland bonus) at the cost of manpower or supplies. The Black Ice mode does this very well.

It's food for thought anyways.

I think better will be if after mobilising(more like USSR mobilization[so yeah constripts] than in for exaple germany) you get a for ex. 6 days shorter training and free of manpower and weapons cost militia divisions what will be produced for ex. 2 days each.And they number should be based on VP lost,surrender progress,national unity,military ratio and manpower gain when on you base land's.So for example if you have lost 82 from 90 VP have a national unity of 75% you surrender progress is 80% military ratio is 5:1(enemy:you) divisions and you manpower gain is 23,8 montly you get 30 fully organised militia divisions.But if you have lost 1 of 20 VP have national unity of 32% you surrender progress is 10% military ratio is 1,2:1 and you montly manpower gain is 7,1 you get 5 divisions and also they will be very disorganized.Also i think this should be activated once per 6 months and only if you country have lostat least 10 provinces and 1 VP
