I was thinking of a possibility to build units that have no or few personnel/strength, this might solve the problems with alot of countries and their lack of manpower pre-mobilization.

what do you think?

In theory that is already possible in 1.03 if one wants to mod it in.
There's a set max STR command that works with new units too, but we decided to not use it in vanilla and so it is not seriously tested yet.

Code:
type = strength_cap which = [unit_type/land/air/naval] when = [1/0] where = [1/0] value = [+/- X]
    which - unit type or land, naval, air to set max strength to
    when - 0(default) - set max strength, 1 - add to max strength
    where - 0(default) - apply to new units too, 1 - apply only for currently deployed units
    value - strength to set max strength to (should be >= 1.0) or to add (can be negative too; note that the final strength cannot be less then 1 %)

When you build a unit with a reduced STR .... do you pay the full MP cost but recieve a unit at x% STR or is the unit created at x% MP cost and then have to pay additional MP to take it upto full strength ... in other words would you be paying twice for the same unit or not?

Total MP cost is the same, but considering that "repairing/reinforcing" a unit costs less time and IC than building it, building a unit with 1/3 max strenght and reinforcing it will cost less than building a unit up to 100% of its strength (IC and time-wise).

@Martin: any special reason why you decided to not include it in vanilla? just curious...

No, you have to create new divisions that will have max_strenght set by mobilization events. You would then be able to decide whether to create full strenght or partial strenght divisions.

or if you want to keep everything simpler (but a lot less flexible) you can decide that ALL divisions will be created with (example) 50% strength until you have at least partial mobilization.
IMHO, in both cases, because of reduced cost for reinforcement, situation can be exploited by creating a 50% str division and later reinforcing it in order to save time/IC cost.

It uses only the MP required for the given max STR. Unit production cost is reduced too.
IMHO, in both cases, because of reduced cost for reinforcement, situation can be exploited by creating a 50% str division and later reinforcing it in order to save time/IC cost.
I guess it depends what your trying to model, if you can mod it so that unit prodcution costs is seperate from Manpower costs that could work for a Reserve Divisions, in so much as you still train and equip a full divison of men, you just release them back into the general manpower pool after training (so full IC and build cost, x% of Manpower cost).

For producing reduced strength divisons then you'd need to keep all the costs link but disable the ability to increase the max str at a later date (unless the player upgrades the unit to a full division via the established upgrade mechanics).

Some days i'm glad i don't have access to the engines code and a list of demanding diverse customers to please :p

Wouldn't that sort of system be pretty broken? One of the big draws of the mobilization system is that it severely limits the amount of divisions you can build, increases time needed to do so and forces you to tinker with conscription laws and optimize your dissent management to build an army. An option for partial mobilization is also a pretty important thing for dictatorship countries in the game.
If you could just start stockpiling the guns as a democratic country starting in 1933 and then just do a day one mobilization the gameplay and balance is bound to be screwed up and would need a serious fixing.

Surely the problem isn't with govenments stockpiling weapons, they do, it's that they can (in game) do a day one mobilization.
