The mobilisation system in DH is basically very much close to reality. Some divisions are "cadre" fully equipped and reinforced, while some of them are reinforced by reservists only in case of war.

In DH, Germany has 36 infantry cadre divisions and a whole bunch of reserve divisions existed on paper which is historically correct. So, the numbers are accurate. SU has 98 inf. divisions which is also accurate, but...there is a mistake with soviet "paper" divisions. Soviet mobilisation and reserve deployment system at 1936 was different from what was in other world. 37 out of 98 divisions were so-called "triple deployment" meaning that in case of mobilisation every regiment of such division would be the base of a new division. So the "peace" number of 98 divisions would turn to "war" 170 (110 of them will be this new triple divisions created in weeks) Such system existed before autumn 1939, when it was decided to turn these triples to ordinary deployment system so these divisions were just deployed and Red army get 170 divisions by 1940.

I think that in-game it leads to that SU without this "paper divisions" quickly gets outnumbered with the lapse of time.

The Soviet Union certainly could use a spot of buffing, at any rate. Perhaps these divisions could be created via special event at an older tech level and upgraded to eventually equalise with fully equipped standing regiments.
