For me, the ease of mobalisation in Victoria was one of the major problems in the game.

In reality, mobalisation timetables were set in advance, and the time to mobalise was determined by the sheer number of troops, the distance they were being moved and the infrastructure they would have to use to get there.

However, in Victoria you just click the button and within two months can deploy an amry anyway, making last minute changes and reacting to events in a way in which would not have been possible.

After playing HoI 3, it should be possible to adapt the theatre AI in a way to stimulate pre-planned mobalisations of armies,

I would prefer a system more like HoI3 with some standing army full strength divisions and mostly "reserve" divisions.

Thus you can't magically have divisions appear anywhere but what you have is what you have and you need to wait a few months for them to reinforce before sending them to battle.

That ofcourse also assumes a gradual reinforcement system and not a V1 system.

Another option is to lock the reserve divisions so they always appear at the province where the pop they are tied to is located.

Yes, mobilization in Victoria I did seem too easy.

Gradual reinforcement, as in EUIII, sounds like a great advancement if it were added in Victoria II. Makes much more sense than the current one-click, full-re-inforcement thing.

Another option is to lock the reserve divisions so they always appear at the province where the pop they are tied to is located.

Great idea! However, I hope that in Victoria II reserves aren't concentrated in one single province, but are instead spread arounf throughout your morst populated provinces (I hated the fact that 90% of a province would go off to war, lots of them would get killed, and then the province's population would get cut in half.)

I think they'll definitely use a gradual reinforcement system, but for the mobilisation of reserves I think we'll have to wait and see what system they're going to use. Could be something new, could be like HoI3... I wonder if we'll have movement is attack as well? I'd assume so but not seen word on it.

This would be actually quite good to simulate the Austro-Prussian War of 1866(or whatever year it happens, if it happens), Prussian technology would make reserve divisions be reinforced much faster than austrian ones.

My hopes are that the spying part of the game can be used aswell,

Say we have a system of fixed mobilization plans, how important wouldn´t it be to know your enemies mobilization positions in advance (to either disrupt or outflank)?

How afraid would you be if a notifier suddenly tells you that a spy was caugth in your country?

Also, if it were possible to use the code for supply used in HOI3 as part of the mobilization plans to a fixed location (where your citizens are the objects being moved at a cost by train/road) i´d be really happy!

It would mean that you can use your troops to cut of the mobilization, forcing your enemy to not have their mobilization spots to close to the border.

Returing to the spy war it would of course be possible to use your spies for sabotage! To disrupt anything your enemy is trying to do!

At least for the first 4 or 5 decades of the game such a system hardly fits. Wars were still mainly fought by manouver doctrines trying to position oneself for decisive battles with the enemy. Thats what happened during the Austro-Prussian war, The German-French war, during most parts of the American civil war (though in the latter part something akin to a trench warfare ensued - allthough one can argue that this resembled more a large scale siege than an actual frontline warfare. The following decades either saw old styl manouver warfare - like during the Sudan campaign of the Anglo/Egypt forces and trench warfare between the great powers in Europe. For the trench warfare it does not change that much wheter its move then fight or fight while moving as its a very static way of fighting. Only in the last couple of years of the timeframe anything akin to the warfare of WW2 could have been possible, though without fully developed tank and motorized infantry capabilities and the airwings of the 1920ties there is a high probability that it would have ended in a similar stalemate as in the years before. So Id propose not using the fight while moving mechanics as it does not fit with the first half of the game and is mostly irrelevant for the 2nd half.

Mobilization and concentration took only a couple of weeks to be completed. However plans were prepared YEARS IN ADVANCE, and were somewhat RIGID. This also cost MONEY.

Prussia was a militaristic nation

In France for exemple there was a lot of opposition to army reforms before 1870. Only after the defeat did it come into practice. There was also a belief by the republicans in the levee en masse against the standing army.

As Moltke said it the war of 1870 settled that matter.

One of the main problems Austria ran into when trying to set up general military service was the unfitness of its inhabitants. They were faced with massive problems because the bulk of poor inhabitants especially from the urban areas were too small or there health was seriously affected by their jobs.
