Interesting questions. The latter question can be solved because one can edit the movement times across each province.
As for the former, I am thinking that these extra colonial provinces will make colonizing less easy, which is good. I do not think that the
human player, at least, does not need an artificial boost in colonists for the new map. As France, I easily colonized all the prime land I wanted in a short time without going naval or narrow-minded (my DP slider was still over to the Land side). Meanwhile, such prime colonial lands as the island of Hispaniola (ie Haiti+Dominican Rep) has 6 provinces. If you are working to colonize it all, and another country encroaches on one of the six provinces, you will actually have to fight for the whole island. It also will not be so easy to defend against an amphibious invasion as their are more coastal landing points, and it is hard to garrison them all.
