I didn't notice this until I appointed Odvan (y'know, a Reachman's name?) Gardner - a Breton - as High King of High Rock. Upon further inspection, I found other unusual names in the Breton culture; a few Nord names like Bendt, Gauldur and Gregor. Lots of Reachman names, like Odvan, as afforementioned, also Braig, Cedran, Belchimac, Celann (admittedly, I'm unsure if Celann is supposed to be a Breton or a Reachman, but his name has a really Celtic sound to it), Degaine, Clegaine (? Don't know where this one came from), Donnel (?, may be a Nord name, difficult to tell since he's an elder, and Bethesda doesn't differentiate between old people), Dryston, Eltrys, Enmon, Ennoc, Garvey, Hathrasil, Perth, and Weylin. These indiscrepancies are just in the male Breton names, I haven't checked female Bretons or any other race, but there are probably more like them.

What I'm wondering is why these discrepancies are here, and when or if they'll be addressed.

They're not going to be addressed, they're intentional. There's many names spread across races because ultimately even Bethesda doesn't stick to their "themes" when it comes to naming of characters, so I "corrected" many of them, bleeding names into other cultures that fit better. Think of it as culture shifting and mingling over the course of Tamriel's history. I mean look at Nepos, based on naming past and present you'd think that character would be an Imperial, but no, he's a reachman

Since the Reachmen are a mixture of Nord and Breton too, it's kind of odd that SUDDENLY CELTS, it's not like they could've evolved from the Breton or Nord names, so a few have been mingled into the Bretons.

Edit: Looking at some of your examples, you should take a look through the UESP "name" pages since you've listed quite a few names that are actually Breton.

I didn't use the UESP name lists when I checked, I looked up the individual characters, used my own knowledge of them from in-game (it's sad, I know, but after all the abandoned Skyrim saves, I never forget a character XD) and of course whether their names sounded particularly French/Italian/English or not.

Yeah, it would make more sense for the Reachmen to be Normans, being a mix of Breton (French,) and Nords (Scandinavians,) given that's what the Normans were.

From a real-word perspective, maybe, but in-game? They'd just be generic, really.
