I am suprised that Mittelafrika can declare war on Portugal without asking the Kaiser. Shouldn't it ask for permisson first? Similiar for the AlgOstasien GmbH.

Essentially these two entities are more or less proxies for the german ministry of colonization, aren't they? Therefore the shouldn't be able to make major foreign policy decisions on their own.

Just wondering...

Mittelafrika could be compared with the British Raj. Officially administered from Berlin, but the Statthalter has more power than the average governor, just as the Vice Roy of India was allowed to act independently at times. Add to this that the Statthalter is Hermann Goering, a man willing to milk his position for all its worth. He probably presents Berlin with a fait accompli by invading the Portugese colonies giving the government the embarrasing choice between following up on the attack or publicly remove Goering from his position and apologizing to the Portugese.

The political situation of the AOG is more complicated than than. The territory administered by the AOG is de jure still part of the Qing Empire, but a coglomerate of companies, known as the AOG, have economic suzerainty over the region and employ a mixture of their own troops and German soldiers to maintain order. Governor Von Falkenhausen acts as a middleman between the German government and the board of directors of the AOG, all the while governing land part of the Qing.

A cool option is sinifing the AOG and claiming independance (but not forming a republic) should be interesting to expand on that.
Still on the matter of Mittel yeah, the Kaiser can even remove Goring
