If I remember well was Peru controlling Bolivia in vanilla, and later in VIP Bolivia controlling Peru. Or maybe the opposite. But as I remember it they changed one country by another in VIP.
Yeah, that's right. But VIP had it off, and Paradox had it right for once  Back then Peru was divided into North Peru and South Peru, and Alto Peru(Bolivia). It was a confederation of 3 states, not 2. It was North Peru that revolted, not all of Peru, seeing as how it was South Peru that first binded the confederation together. Really, if the confederation HAD survived, it would have been called the Peruvian Federation, longterm. My guess anyway. What actually happened is that a man born in Bolivia came to power because of intervention by the Peruvians to kick out Bolivar's men, then civil unrest in Peru resulted in a brief division of the state between supporters of one guy and another. The Bolivian backed the South and in gratitude, he proclaimed the Bolivian supreme protector of all 3 states. While North and South Peru where not formally divided until the formation of the confederation, Bolivia and South Peru loved it, North Peru was bitter for being the loser overall. Essentially, it was led by a Bolivian but dominated by Peruvians economically and politically. In short, it should stay Peru-Bolivia, but once the Bolivian dies, the idea of Bolivia dominating the confederacy dies with him, at which point it just becomes Uber-Peru.
