There are missions such as Muscovy's "Conquer Novgorod" or Brandenburg's "Conquer Silesia" that require you to own provinces while giving your nation claims, while there are others like The Hansa's "End the Sound Toll" which also require you to own provinces while not providing any claims.

I do know that you can generally tell if a mission gives claims when accepting it, especially if you've been playing for a while, but I think it might be a good idea to add some simple lines to the tooltip (e.g. "Grants claims on Province1, Province2, ...") to avoid confusion.
