I made this suggestion in Maq's making peacetime enjoyable thread, but decided to flesh it out a bit and post it here.
Political Ambitions replace Missions. Unlike missions simple complete or fail system, the main difference with political ambitions is that it has a % completeness score. Fulfilling certain objectives give a flat +% completion (for example a conquest objective might require you to capture some of neighbor's provinces. The main difference is that instead of having to capture a specific one, each border province could give, for example, (warscore value*5)% completion). While this may be the case for some missions, the majority would ideally possess a few (or more than a few) criteria which give positive or negative ticking completion, for example increase stability:
Increase Stability [ADM]: (Requires Has not increase stability in the last 5? years)
* If at peace +1% per month, else 0% per month.
* If no occupied provinces +0% per month, else -2% per month.
* If income >0, +0% per month, else -1% per month.
* If control Capital, +0% per month, else -5% per month.
* If there was a recent rebel uprising +1% per month, else 0% per month.
* Can boost 10% with Admin power, cost is 10+(number of times boosted)*5 points. [Maybe]
At +100% completion: +1 Stability
At -100% completion: +1 unrest for 5 years,
This example was the one I gave in making peacetime enjoyable, though the values have been changed to reflect how quickly rebels occupy your stuff now. Failing could have negative consequences, or no consequences, depending on the ambition. Some would certainly have no ill consequences for failing. Ambitions could also be given up on, giving no bonus if score is positive, but giving the failure consequence, if any, if the is score is negative.
Every Ambition would have a ADM, DIP or MIL tag, as missions currently do.
The Increase Stability Ambition would ideally replace the increase stability button.
