Following EUIV, HoI4 and Imperator, I think it's pretty safe to assume Vicky 3 will also have mission trees.
The question is, which model will it follow? I believe Imperator's mission tree system is the one that would work best in Vicky 3. For those who don't know, in Imperator you chose a mission type, say "conquer Italia", and within that mission tree you have to fulfill different objectives, getting some bonus along the way, until you finally conclude the mission tree and switch to a new one, like "develop Italia". This would also work in Vicky 3, and the mission types would be internal development (industrialize your home states), colonial development (industrialize the colonies), war/diplomatic goals within your own continent (unify germany), and war/diplomatic goals abroad (the scramble for Africa).
