I'm new here. I am playing with 1.09 and the GC that came with it.
I understand that if the population of a province drops below 5,000 I can send settlers who will convert the heathens to my state religion. Is this true in the latest North American version? I (Russia) held Kerch, I turned my Moslem slider all the way down. Sure enough a rebellion occured, there were 7500 or so heathens in the state at the start. I let the rebels (finally) take the fort, then I besieged them. When all was done the population was down to about 5,050. A few months later there was a rebellion. After the same sequence of events the population had dropped to exactly 5,000. I did this to both Kerch and Crimea, I ended up with 2 provs with 5,000 people. So I decided to live with them.
