I think it would be nice to have a culture group specific mission tree for all countries in that culture group that do not already have a mission tree. this way every region would have some unique missions for more flavor then generic missions. This would mainly be nice for the african and some of the asian regions, since most countries there dont have any unique mission trees yet. it might be a lot of work to do all culture groups but most of the bigger ones should be doable.
