Yeah, they are missing alright. This is not a bug however, as they are probably not supposed to be there. They are placed in a "hidden_tooltip", which would make them invisible, even if they would have existed.
Probably a leftover from development. It'll probably get removed in a future update to increase visibility and avoid any confusion. Thank you for reporting it though.
