Missing Hiver Strike Technology

I researched Swarm Strikers and moved them to the hangars, but when I try to save the ship design I receive the Empire is currently missing technology required for Hiver Striker error message. I couldn't find what was missing in the documentation, so can anyone explain what the problem is?

I have the same problem :/ I belive it is a bugg that have to be fixed or i will delete stellaris once and for ever xD<---joke
I researched this plague Technologys and cant use the swarm birds and why i cant Research dragon armor if i have the dragon baby?
and why in the hole galaxy is no enigmatic fortress or stellarite but the other Leviathans
why ? I think pro programmers are working xD
