I deleted all everything from steam and paradox and re installed several times to no avail when i follow the pathway like i used to it now only has a folder named logs and a document named settings help please i would like to be able manually mod again thanks in advance

Anything else that isn't there yet will be created by the game when required. Have you started the game yet?
Yeah, if the game is not creating them automatically, doing it manually will not fix whatever the underlying problem is.
