The various DLC listings on the EU4 Steam page is a mess, and I can't make heads nor tails of it.

For example, the Art of War Content Pack is not listed anywhere, nor are the two items which it contains.

I thought I owned just about all DLC, but after navigating through various bundles, I discovered there are lots of odd DLC packs and bundles that I do not have - sadly.

There was no "Art of War Content Pack" per se.

Instead, there are two mods that are listed :
  • Evangelical Union Unit Pack
  • Catholic League Unit Pack

Yes, and neither of those are listed on the Steam Store Page. You can only get to them (without search for the names directly) by navigating through various bundles and accidentally finding them. I didn't even realise they existed until I found them by accident.

This should help: https://eu4.paradoxwikis.com/Downloadable_content

Note that older DLCs got listed in their bundle form due to lower combined price, but the contents can be bought individually.

Aside from that, make sure you don't already own the DLCs. If you pre-ordered stuff it is listed under another SteamID and would be displayed as un-owned. To check owned content look in the DLC folder and compare to the list at the bottom.

Right. I've been investigating, and I am almost certain that there is missing DLC content on the EU4 Steam page.

Below I have identified the DLC files I do not have, comparing the contents of my Europa Universalis IV\dlc directory with this list at the bottom of the DLC page on the wiki. I have also listed which Content Packs the files are included with. You will notice however that all three of the content packs I have listed are not on the Steam Store, and I am sure there are many others (such as the Art of War packs that I mentioned earlier in the thread.

I even noticed that an expansion (Conquest of Paradise) is no longer listed on the store under EU4.

Like I said, the DLC for EU4 on Steam is seriously messed up and needs fixing.

I'm with you on this one. Steam/Paradox have recently gotten rid of all their content packs on the store page. I'm pretty sure I have all the DLC's, but why hide buyable DLC's? I think it's to make the total dollar amount for the DLC's something more palatable as the content packs are only cosmetic. I don't know.

Sorry, I must have missed your post the other time around -- the forum does not notify on all threads automatically if not quoted/pinged.

The wiki DLC page is up-to-date with all the links/bundles. If you still wish, I can have a look at the folder myself.
Regarding dlc051, you can safely ignore/delete it [that is an earlier bloated version of dlc063]. On that note, you should probably untick one of dlc064/dlc065 as they are the same one DLC [free and later paid version].

As been pointed earlier by another user, the first expansions didn't have content packs per se -- those were created later on as a "complete you collection" bundle for as mere convenience**.

**As much convenient as it can be when you can't find them

This would seem to be the main reason.

Users were complaining that "potential" buyers are discouraged from purchasing the game since the price of all the DLCs is too high -- even though a big chunk of them were purely cosmetic and did not affect gameplay.

In all frankness, regardless of the price/discount issue**, I always took these complaints with a boulder of salt. For some reason, I always felt that impulse buyers -- who don't bother looking into what they are buying -- would successfully translate to long time players of PDS games [at the very least in my limited mind].
