Bermuda should belong to eastern america.

What area would you put it in then? All provinces must belong to areas and all regions are made of areas. There can be no overlap.
Currently Bermuda is grouped in an island area, in order to belong to one of the Eastern America regions (there is no big region named eastern America but there is one called southeastern America and one called northeastern America) it would have to be in a mainland area (areas must also have atleast 3 provinces).

IMO grouping Bermuda with the islands to its south makes a lot more sense than grouping it with, say Georgia).

Hi I've noticed that and since you brought it up I wanna ask - is there a particular reason for that limit? I understand it may be a design choice for having a hard rule for, but I'm wondering if it affects anything else under the hood, eg having more of them confuses the AI or something.

It's just by choice. Right now it's only used for some event effects (applying effects in the entire area of a semi-random province), naming and victory cards in mp. So there is no reason for it for someone in their own mod. It's not a rule that will change in the base game though.
