Usually this is due to you not having the particular game registered on your forum account. For example to post in or download from the HOI3 Sub forums (AAR ,User made Modification, FAQ, Support ...), or to Start a new thread in the HOI3 discussion forum, you need to have HOI3 registered under your forum account. See this thread for How & Why to register your games
Additionally, If you are a new member that has not registered a game you may be required to wait 5 days before posting (anti spam measure).
When I registered to forum I did registered game (several of them to be sure) and still I wasn't able to post (in any sub/forum). So this information that are provided to new members are outdated, or you have some issues with forum.
By that time I had issue, fortunately I was able to fix it myself.
When I tried to report issue with email to forum administrator, email provided by same note that contained misleading information that I speak of - I got auto response. Seriously why do even provide email if you are going to send back auto response with FAQ. To be clear auto response contained "true" administration email but at that point I give up. On retrospective I think that it was goal of it, goal to discourage potentially unwanted customer (unwanted because I already bought game/s).
BTW, your registration process is tiresome, pick a game from randomly sorted list and then enter a cdkey.
