It would be good if major powers (EG, USSR, Germany, UK) who are at war with minor powers (EG: Finland, Luxembourg, Palestine) did not go into "Total War" mode immediately. It doesn't make sense that you could call up thousands of points of manpower for such a small war. What happened/would happen in reality would be the standing army or some appropriate fraction of it would be deployed, rather than a massive conscription effort.
In game terms, it's silly that Germany can declare war on Luxembourg and enact Partial Mobilisation without dissent. It's also silly that the USSR can send 300 divisions to Finland in the winter war when in reality they "only" sent about 75 divisions.
When a nation is at war with one with less than 20% of their IC, they should still incur dissent for Partial Mobilisation. I have no idea how to keep the USSR from sending a billion divisions to Finland. I suppose you could somehow lock most of their units or something? I don't know.
