Yes, I agree.

I think minor nations should have a minimum of 2 or 3 tech teams.
For example even with free blueprints from the allies it is nearly impossible to field a few up to date land divisions as New Zealand with its single tech team...not to speak of maybe also 1-2 air units and 2-3 ships.

Yes, but the progression should be non-linear.
It's rather silly that a country like Finland gets the same amount of tech teams as Yemen, Nepal and Afghanistan.

If you make it 10 or 5 IC/techteam, too many country reach the maximum too early, and there is no real distinction between the majors and the supermajors anymore (I hope the devs can allowing modding of the distribution more).
A suggestion:
1 techteam at 5 IC
2: 10 IC
3: 17 IC
4 25 IC
5: 35
6: 50
7 70
8 100
9 140
10: 190

Another way could be to rebalance the cost, so that you're more limited by the amount of money you have, and less by your IC.

The current CORE version has increments of 10 IC. It´s not perfect, but it´s definitely better than before. CAN now can keep up in several areas with the majors; maybe it´s a little too much at the moment.
