This is an idea inspired by a line of thought: in the game's timeframe many rulers spent a lot of time and money on arts, sciences, architecture etc. that did not benefit the nation directly in any way but rather to benefit their own personal renown.
I was particularly inspired by the story of the Field of the Cloth of Gold where the kings of France and England met to confirm their commitment to "perpetual peace" (soon broken), but even more so, to simply show off.
Enter the idea of Personal prestige or Renown (whichever name seems better). Personal prestige is a value that every ruler (monarch, spouse, named regent, heir, republican ruler, theocratic ruler, theocratic heir etc.) has that represent their own personal renown.
The value would be increased/decreased by events and decisions that directly affect those characters (mostly the events already in the game) , eg. holding the last joust would be a great way to gain Personal prestige. It would also be increased by effects such as:
The value would be tied directly to the person i.e. if a king embraces an institution it would boost his own Personal prestige, (ensuring that he is recorded in the annals of history) but not his heir (history is littered with less known rulers coming after very known ones).
The advantages of high Personal prestige would be the following:
By contrast, low Personal prestige would affect the above negatively.
additionally various events could happen if you have high prestige

- ruler rank, especially going up in rank would give a nice boost to the person,
- holding another throne (personal union),
- having vassals/tributaries,
- having other rulers of independent countries share your dynasty (except no dynasty ),
- various dedicated events and decisions.
- some personalities.
- embracing institutions,
- winning big wars (but not by much due to how popular wars already are are in EU4),
- personally winning battles,
- switching religion (a memorable fact even if unwise),
- forming tags,
- finishing idea groups,
- having renowned advisors (various historical and event advisors could come with a "Renowned" effect).

The advantages of high Personal prestige would be the following:
- lower advisor cost and lower cost of upgrading advisors,
- lowered Prestige decay (i.e. country prestige),
- better chance of spreading dynasty/forming PU,
- better morale of army led by the ruler (only the army led personally by the ruler),
- better diplomatic reputation (I would suggest removing this effect from legitimacy and replacing it with a different one).
By contrast, low Personal prestige would affect the above negatively.
