Throughout most of early modern European History (i.e EU4's time period) one or largest factors in limiting the European population growth was disease and plague. However, sometime around early 18th century, the typical carrier of the Bubonic Plague, the Black Rat began to experience a population decline as it came into conflict with the Brown Rat. I would like to propose an event, like Declining Bever Population, which will affect Old World (mainly European) development.

- IS in Europe

"Rats! For most of European History disease has been a major factor in limiting a population growth. Notable disease such as Bubonic Plague have been one of the many reasons the European population didn't historically take off despite the birth rate being much larger than the death rate, however in the early 18th century this began to change. The main carrier of the Bubonic Plague, the Black Rat has found itself in a curious situation, with a new competitor, the Brown Rat gaining ground. Unlike the Black Rat, the Brown Rat does not carry Bubonic Plague, a fact that will historically allow Europe's population to begin to steadily rise into the early modern industrial world, and will be a factor in the beginning of the Industrial Revolution in Great Britain."

Globally:

Plague Events are now 75% less likely to spawn
Global Goods Produced +2.5%

I don't think we need yet another -10% dev cost modifier but the other two seems balanced enough.

I don't think we need yet another -10% dev cost modifier but the other two seems balanced enough.
Yeah the dev cost is not needed. There's already enough sources of it. Cool idea though.
Thanks for the feedback, I've removed the dev cost. Though it should be included to model to increase of population in the abscence of plagues.
