Minor confusion about Foreign Minister traits

Some of the stuff I understand even if it's not laid out 100% clearly. The ones that give a bonus to success chance with certain diplomatic or espionage actions are self-explanatory, and I understand that the ones with two numbers are showing reduced or increased costs for actions. But why do some traits seem to modify the costs of actions with a cost of 0?

I never understood it. The only hypothesis is that in very old versions for these actions there was a cost. The bonuses given by the foreign ministries are so strange. I rarely wanted to change one.

Might be but I rather guess by default price/success is shown. Looks a bit odd with 0(0) but allows greater variety of ministers and traits which is quite handy for mods or any future changes.

Some are also quite helpful: lowering prices and/or rasing the chance of success for "Open negotiations", "Influence Nations" etc.
