I started writing down a small list of minor complaints based on what I've seen of the upcoming patch and expansion. I decided to follow them with suggestions while I was at it. To clarify, I know that these are very minor things, spawned by a selectively neurotic mind. They are pet peeves more than anything, and pet peeves are often silly.
Being able to choose culture you colonize with
I've already mentioned this in some threads, but it's something I was really hoping to see, especially given the changes made to culture conversion and native policies. Having options with culture conversion but not colonizing seems like a missed opportunity. You should be able to choose between the primary culture, any accepted culture and the native culture. (The last one should probably be incompatible with the Repression colonial policy.)
To me, a prime example would be playing in Indonesia and building a Malayan empire. In that situation, I would love to colonize Sumatran provinces with the native Sumatran culture, Bornean provinces with Bornean culture and Sulawesi provinces with Sulawesi culture. Obviously, I could still potentially create this situation with culture conversion, but that would be expensive and thus counter-productive.
Horde Unity benefits maxed at 90 instead of 100
I just noticed this from one of the streams, but Horde Unity only gives the full discipline and unrest benefits when at 100. While I get that the mechanic compares best to prestige, which you won't either have at 100 for very long at a time, I think it would be nice if it resembled legitimacy a bit more in that you could actually get the full benefits with some consistency. There's also the practical reason that hordes would otherwise only be able to get the full benefits right after a war, which is when they really don't need the discipline boost anymore. For that reason, I think hordes should get the maximum benefits starting at 90 Horde Unity or a similar number instead.
Procedurally generated sea provinces in RNW having borders consistent with other sea provinces
The squiggly borders are really jarring to me when conventionally sea provinces have straight borders with corners. I'm not even saying that one is better than the other, it's just the inconsistency of it that annoys me. I don't really know how this actually works under the hood, so changing this might not even be feasible.
