Will the changes to manpower and production allow minor countries to build balanced yet technology/doctrinally inferior forces? Which would feel more realistic and hence be a lot more enjoyable. Or will minor countries still be unable to produce ships, planes, armor and only have access to a fraction of their historical manpower?
