Minor bug with vassal merchant republics?

I remember that if you granted a woman a prefecture, than a county and then a duchy, you would get a Merchant Republic with a female Doge/Grand Mayor. Although future doges were guaranteed to be male, it was fun having a woman as the first doge. Now it only works if you grant a man a duchy.

However, as of patch 5.2 , this seems to be no longer possible, which is a shame. Now it only works if you grant a man a duchy.

Anyway to fix this?

What exactly is a prefecture I have yet to see that specific term in base game.

Moding? Or perhaps prefectures are simply older than me, and they removed them before I even started playing.

But in a related way, I have never known a version of this game without mods or the console to allow for a female Doge.

They probably patched it out.

I meant a city, it's called prefecture for a specific culture in one of my mods.

It was probably patched out, but why? It was so much fun having a female Doge/Grand Mayor as the founder of a republic.
