As Deputy MTEF, I herebye open the offices of MTEF. Here you can see a list of objectives which this office plans on meeting and the current status of those objectives.

In accordance with the act of the NA I hereby announce a public auction for the privitization of all Marticon Assests.
All assests of Marticon have been divided into three segments which should allow for three viable companies. These segments will be referred to as Segments A, B, and C. Segment C is composed of the Rochefort Ship Building Facility. The detailed breakdown and acompannying information of all three Segments may be picked up the offices of the Ministiry of Trade, the Economy, and Finances (MTEF).
The City of Rochefort shall have one month (OOC: or whatever else one week of game time would be) to state its intention if it wishes to buy Segment C. If it so wishes the MTEF and two private accounting firms shall provide a fair market value assessment of the Segment. The City shall pay the median assessment. Should the City decline to purchese Segment C in this time it shall be placed for bid the same as Segments A & B. A company, or coalition of companies, may place a bid for any of the three segments, including proof of financing. If a company, or coalition of companies, should be the high bidder for more than one segment then the bids which combine for the highest purchese price shall be accepted. All bids must be turned into the MTEF no later than 6 months from today.
The MTEF will do its best to assist any bidding companies through this process.
All revenues gained through this process will be used for debt reduction.

Mr. President, you mentioned that a breakdown of assets in segments A and B are available. What sort of general assets are involved in these two segements? Are there any roll-on/roll-off cargo vessels? Will any assets of these two segements be sold off seperately, or does one need to big on the entire segement?

Thank you, Mr. President. I might also be interested in knowing how much segement C, the ship-building facility, is going for. OSI is well-capitalized, and I would like to do the government a favor.
Mr. President: I have heard a rumor that certain Marticon assets may be sold off to the Marticon human capital. I would like to note that OSI requested information about bidding on these assets, but got no response as to costs. I would not want to challenge this governmental action, but I believe the Marticon workers should have to bid against private firms. Only the city of Rochefort is granted any special dispensation on this matter, and they have most publically chosen not to pursue it.

However, this action is entirely with-in the scope of the legislation which simply states a sale. As I reread my initial order on the sale the issue of what bid was going to be accepted was somewhat nebulous and so I will add an addendum to that order. As no official bids have been recieved it does not effect any companies, and indeed there is plenty of time remaining to adjust the bid based on the the addendum.
That being said, I will once AGAIN ask Deputy Minister/Minister Designee Vilms to get in touch with you as soon as possible regarding the information you've requested. You have EVERY right to be an informed bidder.
And by the way congrats on your recent contract with the MHES.

3. The services being offered to the government and at what price (in particular, but not limited to, the servicing of Coast Guard boats)
4. The expected impact on the workers of MARTICON
5. The expected impact on the facilities' communities
6. The overal impact on the continued functioning of the Eutopian economy
For Segments A&B of the sale criterion 1 & 2 will be given slight priority, and criterion 2 & 5 slightly less priority, while for Segment C criterion 4 through 6 will be given priority.
Further should the ministry further revise the rules of the sale any recieved bid may be retracted and companies shall have no less than 1/2 the original bid time to revise their bids.

Minister Vilms, just saw the latest papers, figured you might want a hand. The last train incident we had last term prompted a huge investigation by then-Minister Langley. If you look through the files from his term [last term's MTEF office] you should find the results of that investigation, a huge report. That should help you figure out what you want to do on the train system debacle.
Second, our lumber industry is still getting cracked upside the head by Canadian dumping...since I'm already in Canada, if you want me to I can head over to their Economics Ministry and have a chat with them about it, see if I can't clear this mess up. During my tenure, the plan was once we got a NAFA, talk to the Canadians...and if they didn't listen to reason, slap down some tariffs on their lumber. But it's up to you whether or not you want to give me that bargaining chip, or even authorize me to talk to them. What do you think?

A proposal arrives from Operational Security Incorporated to conduct airport security for the New Lancaster Airport facility. It touts OSI's success in protecting the hospital system of Eutopia, and notes that OSI will be ready to begin work the moment a contract is awarded.

A friendly letter arrives pointing to the original contract between the government and LCRR which, in the fine print, expressly provides LCRR with preferential status in terms of security and staffing services.
MTEF attorneys confirm that while the government is not bound to grant those services to LCRR, they can only pick another provider if LCRR chooses not to match that bid (and provisions exsist for tossing out unreasonably inflated bids designed to push the cost beyond what is reasonable and customary as a competitive tactic) or LCRR demonstrates misfeasance, malfeasance, or nonfeasance in their ability to perform these duties.
MTEF attorneys, after careful research, believe the government could release itself from the agreement, without having to prove dereliction of duty by LCRR, but that it would require substantial fees would need to be paid to LCRR for the government back out of the agreement for any reason other than the misperformance of contractually agreed upon services.

Ok, things are not good.
I want to know how two trains were tracked on the same stretch of track in opposite directions. I want to know if it was human or technological error. I do not see anything wrong overall with our railway system, but incidents like this does not help that. I have a feeling that the only way two trains could almost collide like that would be faulty technology in setting courses, or human ignorance.
