Following the Minister's order placing the aide who pulled him from the microphone at the Townhall on probation and sending him to counselling, business resumes as usual around the Ministry. The aide misses about a week of work while he's attending all day counselling sessions, and has to clock out early for a few weeks afterward to continue his follow up.

Upon his return, he is sullen and withdrawn, and seems to be avoiding the Minister as best he can while still carrying out his duties. Within a few days, Loic notices that offers of unsolicited advice or help have dropped off to almost none, and the majority of his questions or ideas are met with
"Good idea sir!" or "Sounds great sir, we'll get right on it! Sir!" Conversations among Ministry workers also seem to have a tendency to stop as the Minister passes by.

On other fronts, FLEA takes the list of names for background checks and begins processing, promising to update the Minister as soon as the task is complete. The city and provincial governments say they will discuss the Minister's "Ring of Steel" idea and get back to him as soon as they reach a conclusion.

Very nice of you stop by. You know, when I told you to consider yourself
on probation, I was quite angry, but by the time I got back to the office that
night I had calmed down, so I never got around to acting on that whim.

So you see, there isn't anything in your record about probation. I
tried looking for you, I didn't think to check that you might be
registered for all those counselling sessions, which I thought
everyone knew were meant to be spread out over
usually several weeks. Why don't we see if they can count towards the
series of annual training classes that we all have to take. With those
sessions, perhaps you have completed this year's requirements. I may be in
error, but it seems like you didn't appreciate them much. Should we
review them and perhaps find another, more motivational speaker?

Let me tell you, I realize it took courage to do what you did.
Another person would have let me go on, when I had said to much.
You didn't. I still think you misunderstood my message, but other have as well.

Over the years, I have made plenty of mistakes, some correctable, some not.
Forgive me for putting you through this, please. How about that drink and we
forget about this?

Loic convenes a meeting regarding security at MIDA offices throughout the UPE. Observers from other ministries are invited.
"While this office is inside the 'ring of steel' in the capital, that is not true of all or our offices. We need to review security at our own facilities and hopefully have them become a model for secruity at other non-military government facilities.

Security works best in layers. We need something to keep car or truck bombs from getting adjacent to the building, where they can have a chance of collapsing it. In the long term, this means decorative barriers, including bollards, large planters, stone benches, trees, etc. Those take time and will need planning and funding. Therefore, in the short term, we will make due with temporary and moveable barriers. Parking vehicles close together around the building is used elsewhere. Be creative, a dumpster filled with sand, a cargo container, these all make excellent temporary moveable barriers. if there is an underground parking garage, then using a garbarge truck or a dump truck filled with sand is and effective way of blocking the entrance, but still being able to open it when legitimate cars arrive and clear security. If you can't make arrangements like this for our buildings, then close the parking in the building until you can. Eventually, we will want barriers and/or gates strong enough to stop a car or truck trying to crash through them.

For people arriving on foot, any packages, briefcases, computer bags or purses need to be scanned or, if one of those x-ray machines is not available, then inspected by hand. People will be inconvenienced at first but I think they will understand that it is better to be inconveniced than dead. They will learn or get used to the procedure and adapt what they carry. If appropriate, exceptions can be made for building employees in locations thought not to be critical. For more critical locations, I would like to have people go through a metal detector as well, as one does at the airport, or like we do when we want to get into the General Assembly building.

Any other suggestions or ideas? Could someone draft this up as a set of recommendations or 'best practices for building security' so I can review it and we can circulate it, both within the government and to private building owners as well."

Loic. Josephus here. I got a phonecall from Jake. He's proposing an investigation into the bombing, an independent investigation, headed by himself or Amric. I like to know what you think. My feeling is...is it necessary? Can an independent investigation produce anything that you and FLEA can't? But if I say no, then it might appear I got something to hide. Also, if we approve, I'd rather have Jake than Amric. Although I have better relations with the latter, Amric's recent diatribes in his paper make it seem that he doesn't think the ECB bombing was a national emergency.

Anyways, here is Jake's phonecall...

Joe ... er Mr. President, I called to give you a little unsolicated advice. Hope you won't mind. It's in regard to the bombing. I'll tell you flat out, despite my past suspicious regarding you and the militant left, I don't think you have anything to do with this personally. It just doesn't make sense, plus I think you have moderateda bit in your old age.

I also have to say, that even though you personally had nothing to do with the attack, you bear some responsibility. You've been cosy with or at least looked the other way while the radical left was "spreading revolution". You've had close ties to radicals like Castor and the North Korean regime. Your own party has had more than a few people tied to radical or violent movements in the past. And you have personally dished out plenty of rhetoric that was inflamitory, radical, and could be interepreted as vaguely pro revolution or violence. Now you've been elected, and these people have been your oldest supporters. They expected results - they expected revolution, and you wouldn't and couldn't deliver that. So now they're pissed, and the they're gonna blow the whole damn world to kingdom come. It's odd to see a socialist group going nuts with a socialist in the Diamond Office, but your chickens are coming home to roost.

Now, I know you don't want or need a sermon, and that's not the reason I called, but I had to get that off my chest. The reason I called is, we need to find these bastards. Pronto. As a members of the press, I'm sure we can both forsee the crazy conspiracy theories that could come up. Nobody will blame you, but the longer this drags on, the more likely the words like "cover up" start appearing in the headlines. It's a natural progression. The primary suspects at this point, are your own people. Heck, a good portion of the nation probably thinks your party leader, Dank, is connected somehow.

My advice is this, Mr. President. No matter what you do, some people are going to look at your motives and question them. Unless you appoint an independent investigator. Give him complete authority to look into everything. Fourgeres is a fine man, and certainly not a flunky, but he's a part of your administration and governing coalition. I'm not going to tell you who to appoint, but I'd be willing to do it. I think you could get Amric to do it too. We're both former presidents, so you don't have to worry about security clearance or classified information leaking out. We've been there and done that. Neither one of us has anything resembling a close relationship with you personally, or the ESA, or the far left. If you appoint an independent investigation, then you're above reproach.

That's my advice. You're free to take it or leave it, but I don't want to see the office of President dragged through the mud for no reason.

Josephus, I had already suggested an independent investigation, not as to who is behind this, but how it could happen despite our security measures. If you go ahead with this I would suggest spinning it as 'based on a request from MIDA, supported by later suggestions from other sources'. You can even publish my message. I find the recent output of Amric's newspaper to have no original or useful content, besides being full of inaccuracies and half truths. It doesn't actually seem to have any point, other acting as revisionist historian to try to make his administration look less worse than it was. Therefore, I 100% agree with you as prefering Jake Langley on the commission over former president Al'Aeshir, but neither of them really displayed any evidence of being aware of their surrounding the first half of this term, so I would suggest other people, people who were paying attention. Big commissions are unwieldly, so I would suggest limiting it to three people, one from each remaining political party. Have O'Floinn chair it (or Jake if he is unavailable), with the other seats being Lamont Rashaad from the ESA (or Lundgren as a member of your cabinet now who wasn't then) and Admiral Tulp, who has now joined the CUE.

FLEA will keep on with the criminal investigation. CIS can keep looking for solid proof of foriegn involvement. We will need a supplemental appropriation for security retrofits on public buildings. I will send you something when I have a suggestion worked up.

Having previously alerted the lower echelon reporters that don't have the seniority to cover the Presidential beat, that a briefing ws about to take place that would give them something worth writing about, Loic de Fourgéres escorts the younger former President Amric Al'Aeshir into the large meeting room that doubles as a press briefing room.
"I will have a statement, then the former President will have a statement. After that I would be willing to take questions.

As you heard in the President's briefing earlier today, FLEA is continuing to investigate the bombing at the Eutopian Central Bank. This work is progressing, but it is partly hampered by the utter destruction at the blast site itself, which has made it impossible to reliably identify those closest to the explosion which includes some of the perpetrators. The plot may have been partially foiled by the stolen truck not being able to enter the loading dock area. I hate to think what the damage would have been if it had succeeded in entering. We had somewhat heightened surveillance in the area, but are unsure whether this or normal ECB security resulted in truck being unable to enter the loading dock area, or whether the bomb detonated on a timer set for an earlier time than those in the truck knew, making them pawns which were sacrificed by the evil plotters behind this tragedy.

The Counter-Intelligence and Security areas of MDIS are looking into any possible foriegn involvement, based on some leads uncovered, on their own and with the help of the intelligence services of some foreign governments. While we expect that this work or ours will eventually come up the names of those responsible for this atrocity, both those involved directly and their accomplices, we are taking an additional step to improve the odds in our favor. When a police officer is killed in the line of duty, it is customary in such cases to offer a reward for information leading the the arrest and conviction of the killer of a member of our law enforcement community. As more than one member of FLEA was killed in the bombing, we are prepared offer a larger reward. Of course, law enforcement agents are not eligible to collect this reward. In this case, given the magnitude of killings, the reward being offered by the government is 250,000 thousand ducats. Hopefully this will induce someone who perhaps knew something about what had gone on, to realize that they might be the next pawn sacrificed for this ignoble cause to crush our democratic institutions, and come forward with some key information. Under certain circumstances we would be willing to discuss immunity from prosecution for those providing valuable evidence. However, our enemy undoubtedly has allies in this unholy quest, so am seeking to counterbalance that effect by enlisting some of our own. Others hearing of this will no doubt have similar motivation, if perhaps different means, but with one simple call to Per Al'Aeshir, I was able to significantly increase our leverage. I hope others follow in his example.

The former President steps up to the mike.

"Thank you Minister de Fourgeres. When I heard about the ECB bombing I was devastated and horrified by the loss of life, not only of the people inside, but of the various law enforcement agents on the scene. Terrorism is a cancer that must be purged from the body that is Eutopia.

This is a peaceful nation. For a few years after terrible troubles we had a peaceful situation where terrorism was a fading memory. The bombing was a wake up call to all of us. Although we as a nation are not involved in terroristic activities, nor do we interfere in other nation's sovereignty we have been targeted once more. Now we don't know for certain if this is a plot from off our shores or a home grown variety of terrorists.

But we must find out! The victims of the bombing are due justice! The families of the victims are crying out for that justice! I've offered some ducats in the hopes that it will help bring someone forward to help the investigation and bring these monsters to justice!

So if anyone at all knows something that will help the law enforcement agencies bring these people to justice, PLEASE step forward and earn a reward for doing a civic duty and get these people off our streets and into a court of law to be judged and sentenced.

"President Al'Aeshir's pledge has made it possible to announce that the total reward is now a half million ducats for information leading to the arrest and conviction of those responsible for the bombing outside the Eutopian Central Bank. This is an example of the finest spirit in public service and the highest level of patriotism. We all owe him our profound thanks."

Loic pauses briefly.

"To the extent that other pledges raise the amount, we will issue a press release with the new total. I understand if some of the members of the fourth estate have to rush of to file stories to beat deadlines, but as I promised at the outset, I am now available to take questions."

Minister Fourgeres,

When I discussed the position with Minister Lundgren, I informed him that I would be critical of the administration on several points, and that I would speak my mind even if appointed. The minister assured me that this would present no problem, and I was free to speak freely even in the capacity of Deputy MERL.

As to the issue of infrastructure and its relation to the portfolio of MERL, I would agree that it more directly falls under your own ministry. However, other events have understandably taken up your time, and the infrastructure issue remains unaddressed. And I must also add, that infrastructure is a vital aspect of the economy and the issue does not range as far from economics as you implied. Moreso, the measure I am proposing is in part a job creation bill, it just happens to have the added benefit of boostin our infrastructure. Certainly there are aspects I would like to discuss with you or your staff, but I can assure you my proposals fall under the jurisidiction of MERL. Again, this is an issue I discussed beforehand with Minister Lundgren, and I was told it would not present a problem.

The administration is free to take any action it wants, but I accepted this job with the understanding that I would be allowed to speak and act freely. Of course, the administration may overrule my actions or even request my removal, but that is soley at the discretion of President Locke.

Request for Proposals​

The Ministry of Infrastructure and Domestic Affairs hereby requests proposals from licensed contracting firms to retrofit thirty-one (31) MIDA buildings throughout the United Provinces of Eutopia for enhanced security against car/truck bombs and (small) missile attack (rocket propelled grenade or less than 100mm caliber mortar). A detailed list of buildings is attached and expected requirements are available for inspection at each MIDA office to be retrofitted. In addition to security, cost and timing, consideration will be given to the esthetics of the proposed retrofit projects. Separate detailed proposals should be submitted for each building, and to encourage maximum participation by local contractors, bids offering discounts for multiple building refits will not be considered at other than the price per each individual project. Proposals are due within thirty (30) days. The proposals from the three lowest bidders for each project will be reviewed for technical qualifications and the other criteria set out in the requirements for each building, and other projects by each of those bidders will be inspected. If one or more of those bid proves acceptable, the contract for that building will be awarded within sixty (60) days. If not, that site will be re-opened for bidding. Please address any questions and send any proposals to this office.

"Honorable Monsiegneur de Fourgeres, I just came from Paris, Folieres de Bergeres, the name rings a bell?" Sir Augustus was a charming and good mood today. "I got hearsay you requested new aviation technology for the UEP airforce, in particular new airplanes. I have assessed the Eutopian national economy as such, and noticed that we are in economic decline, to such an extent we need to consider utility versus costs. I am most opposed to purchasing the Mirage series airplanes, as these are being phased out by the Eurofighter Project, and if Eutopia should buy French Planes, why not Super Etendards due to our maritime Mid Atlantic placement?"

"Honestly, we should not buy the American Joint Strike Fighter (JSF) due to the extensions and added research costs, which are aggregated to the main cost at the buyers side, and we should not buy the Eurofighter, due to the intrinsic linkage to the European Union. Eutopia, a predominantly Atlantic and Western nation, with primarily Anglo, French and Spanish roots, should look into a new alternative."

Sir Augustus said with convicition and focus.
"I can see with our landmass, mountaneous topography and maritime orientation that we need a five pronged air purchase program befitting a nation of about 20 million people with the economy of Netherlands or so pro capita. In fact, we are slightly poorer."

"This is politically and economically a sound purchase model, appeasing all American, European and Russian aviation industry, as well as funding up our own.
We are already competing Brazillian Embraer these days." Sir Augustus added.

Sir Augustus called two aides... Finneran and Glamorgan, who came huddling over with the powerpoint projector and the handouts to be given out.

"1. American Helicopter Fleet for Coast Guard/Anti Terror (Chinook and Seakings, a few BH)
2. Russian Sukhoj SU37 Super Flankers fighters with domestic OPC upgrades for challenging topography and speed domestic superiority
3. European Super Etendard (vintage from the late eighties, but still very competitive by sea using Exocet missiles, used with advantage in the Falklands).
4. Brazillian Embraer transport airplanes, both safe and affordable, and does the job
5. Domestic "Provolution Stratospheric Intruder (PSI)" (for 5 million USD satellite launches, half the price of Cape Canaveral commercial satellite launches at 10 million USD, comparable to the three Russian stratospheric airplanes)"

Sir Augustus concluded....
"I also suggest that OPC handle security contracts, service level agreements, upgrades contracts, munitions contracts, communications contracts as well as maintenance contracts and proto-type development contracts in this multilateral bid.
We are willing to let Endtech handle the Super Etendard Contract as a national compromise, but OPC as the lead Eutopian Aerospace and Defense contractor should get this bid, as this may help Eutopia to become a space nation and cut defense costs at the same time maintain national security and sovereignty."

Loic de Fourgéres, who has been doing other work on his laptop, finishes responding to an e-mail and looks up, noticing Augustus has finished.

"My dear man, as you said, you are newly arrived from Paris, so I will make allowance for how confusing our acronyms are. This is MIDA, the Ministry of Infrastructure and Domestic Affairs. The only thing we have to do with planes is run air traffic control and regulate the airports. You want MDIS, the Ministry of Defense, Intelligence, and Security. Admittedly they have three out of four letters in common, so it is an easy enough mistake to make. President Josephus also is the MDIS. He prefers to conduct ministry business from the Diamond Office. Drop by there and let the administrative assistant know the purpose of your visit and they will let you know if the President can fit you in. We are currently suffering from both American and European arms embargoes, so I expect he will be more interested in a project to build a plane locally. Your company could build the airframe, engines, and supply the avionics, but ENDTech would have to add the weaponry. Obviously such a project would not result in immediate deliveries, as you would have to design, test, and tool up before beginning production, but this country needs to begin doing something to address the problem.

Good luck with your meeting with the President. And don't worry about confusing ministries, even the President has done that on occasion."
