After a thorough cleaning, including a sweep for listening devices, the Ministry of Infrastructure and Domestic Affairs is open for business for Term X. A framed photo of an enlargement of Article 10 (d) appears in the reception area.

To the left is a press briefing room, the right there is the rest of the ministry, to the back the minister's public office where he takes most meetings. In between, there is a locked door leading to Minister's private office, where he deals with matters not yet on the public record, generally law enforcement.

Visitors to the Ministry are welcomed here, and unless the business is private, meetings will be held in this public area.

The Minister drafts an announcement:
The Ministry of Infrastructure and Domestic Affairs is now accepting applications for positions as deputy minister, specializing in the various areas of responsibility of this ministry. Applications from current ministry staff and from outside the ministry will be given equal consideration. These are policy advisory positions, so political affiliation will not be considered in this process.
After posting it, he contacts his administrative assistant.
"Could you get me the files on the most urgent loose ends from the prior term?"
Upon realizing that the admin may not have been hired for her skills and the bureaucracy may not have succeeded in instilling organization in the most recent minister, he asks instead,
"Could you invite PJ back here so I can ask what items he was still juggling when he left? Thanks!"

After hearing that all normal attempts to contact the former VP and MIDA have failed, with all known phone numbers showing as disconnected, Loic contacts the head of the Federal Police, in a private conversation.
"MIDA de Fourgéres here, I want your department to locate PJ Vasquez, the former VP and MIDA. He is not suspected of anything, but appears to have gone missing. I have no wish to intrude on his privacy, but I am concerned for his safety. Please follow your normal thorough proceedures, he may have last been seen at the Diamond Office. Please keep me informed of developments. I wouldn't mind having a conversation with him if you locate him, but only if he wants to. If he is safe but simply wants to be out of the public eye, that is his right. I'll let you get started on that, and then will call you back about another matter."

Minister of Infrastructure and Domestic Affairs Loic de Fourgéres announced today that a new toll collection system called 'Nonstop' would partially replace existing toll booths on the interprovincial freeway system, similar to systems already in certain locations in the US and Europe, which permits tolls to be collected without the vehicle having to stop. Vehicle owners would be able to get a device which can be detected by sensors that would be installed at the 'Nonstop' toll lanes. The cost of the toll would be deducted from the vehicle owner's account, which could be replenished by credit card or check. The minister said, "Toll booths are statistically a site of many accidents. The Nonstop system will reduce those, thereby increasing safety. When fully rolled out, this will enable drivers to go from Eutopia City to New Lancaster City or St. Brendanstown without stopping, more quickly and more safely than before. It will also assist in recovery of stolen vehicles."

There will be a combination of current-style pay-at-the-booth and Nonstop lanes at each toll collection point. As this is a gradual implementation, no layoffs are planned, with the reduction in the number of toll-takers being achieved through normal attrition and redeployment in other MIDA functions. As this is expected to lead to a reduction in toll collection costs, MIDA will not need an appropriation to roll out Nonstop. Some of the savings will be shared with driver in the form of discounts relative to current tolls for Nonstop users.

The Constutition mentions the press twice, once in the Eutopian Charter of Rights, where its is freedom is guaranteed in Article A4, and then in Article 10(d) where the portfolio of this ministry includes 'broadcast and print media'. The owners and/or operators of all Eutopian broadcast and print media are hereby invited to a conference on emerging issues in this area. A draft agenda includes:
  • P2P file swapping and copyright provisions
  • the control of harmful and illegal content
  • media regulation in conflict zones
  • the use of foreign aid to alter media in target societies
  • violence in the media

Dear Minister of Infrastructure and Domestic Affairs Loic de Fourgéres,

We have recevied this press release with some distress. As you must surely know, administration of the tolls is still a function of our corporation via the rights granted to us as a concession for our role in the construction of the highway system. Further, the actual tolls are set by our corporation to attempt to recover our costs. These are not regulated by your government.

We look forward to the sale of this system to you, upon which all of the changes you have proposed will be clearly within your mandate. But until the sale negotiated by your former MERL Jacob Langley has been completed and we receive payment, press releases such as this are reckless and will no doubt lead to confusion by many Eutopian drivers who expect the change you have announced premature to Eutopian purchase of the highway and toll system.

We have made a separate agreement with the government of Tilapia to sell our portion of the system within their borders and my last conversation with Minister Langley suggests that that St. Esprit had agreed to sell as well. It appears that everything has been finalized and we are waiting only for your government's consent and payment.

Please suspend your advertising and promotion of whatever changes you seek to implement until after our transaction can be completed. You are only making our work more difficult, in what has already been a disastrously unprofitable venture.

Thank-you for your recent note reminding us that purchase of the freeway system had not been completed. The outgoing MERL, who is of a different party than the current government, one that is not cooperating with the current governement, had spoken publicly while still in office, as if the deal had already been completed. I have now more fully researched the matter to confirm that is not the case, thereby confirming your assertion.

I have raised the matter with the cabinet, with a view to completing the necessary formalities expeditiously. There is general agreement across the political spectrum that the purchase is desireable, so I do not foresee any obstacle the deal being completed under the previously agreed terms.

Minister of Infrastructure and Domestic Affairs Loic de Fourgéres announced today the implementation of a transportation on-time performance, safety, and satisfaction scoring system (TOPSS). "Our ministry, whose portfolio includes International Transportation, Interprovincial Land Transportation, Air Travel and Air Transportation, Navigation and Shipping, already collects data about accidents and customer complaints. We will be augmenting that with the collection of data about canceled or delayed flights and trains, and publishing the results monthly. It is not up to MIDA to make privately operated trains run on time, but we can help the consumer make an informed decision by providng this information. Obviously, we don't want any firm to sacrifice safety to try to meet their schedule, which is why we will be publishing the safety record with equal prominence. We have found that good regular maintenance will enable a transportation provider to deliver better results in both safety and on-time performance.

It is appropriate to appreciate the journey as well as the destination, thus we will be publishing the data on the percentages of complaints lodged with our existing consumer transportation complaints hot-lines and websites, the numbers for which are displayed in the attached fact sheet. So next month, before you go, check TOPSS on the MIDA website to see how to get there quickly, safely, and pleasantly. And if it was less you expected, please let us know."

MIDA Loic de Fourgéres confers with the person in change of admissions at the FLEA academy, the head of the curriculum committee, and the HR person in charge of general recruiting. He asks for breakdowns on the provincial, ethnic, and language backgrounds for FLEA officers, recruits, and staff in general, then for a briefing of the core and elective coursework at the academy. After reviewing their input, he says, "I am against quotas, but in the ideal, FLEA should be a mirror of Eutopia. The existing officers are more heavily weighted towards English heritage than the current cadets, so we are making some progress, but they are still more English than the Eutopia in general, so we still have a ways to go. I would like us to do something extra to at least increase the number of French heritage and minority applicants. At a minimum this would include French language recruiting posters. But you are experts at this and I am just a minister serving briefly at the pleasure of the president. Work out a recruiiting program that will attract good applicants from all backgrounds. You don't need to report back to me, I expect that I will be able to see the results on my own.

As far as admissions goes, I don't want the standards lowered for any kind of applicant, but I do want to take into account the value of language skills in other than English as well as the existing battery of tests we administer.

In the curriculum, I realize it has to cover what it does at present, but we need to make sure ethics, respect for constitutional rights, and appreciation of Eutopian diversity are not ignored. This could either be by adding new courses or adjusting the content of the existing courses. I realize this takes time, but I would appreciate it if you could get back to me with a plan before the Senate elections, with a view to implementing it in the class admitted before the Term XI elections.

I think this is really important. If you run into any roadblocks that need to be cleared, please let me know."

The report requested by MIDA Loic de Fourgéres seems uninteresting at first, breaking down provincial, ethnic, and language backgrounds for FLEA officers, recruits, and staff in general detailing core and elective coursework at the academy.

Comparative data suggests that FLEA training may be a little behind some larger nations with more generous training budgets, but Eutopia does provide a fairly modern counter-terrorism curriculum for its trainees. Unfortunately the government's records on known terrorist operations are visibly spotty with most files being lost under now deceased MILE Jacob Lundgren.

One thing does jump out from the summary: while the provincial, ethnic, and language backgrounds for FLEA personnel had been disproportionately representative of Anglos and citizens from the non-Latin, non-W.E.T. provinces prior to the brief time then-VP PJ Vasquez served as MIDA, it seems that he pursued a fairly aggressive policy of recruiting Latinos for the FLEA and with the high number of new Latino FLEA personnel, the minority population of the FLEA ranks is above that of the general population. However, French-speaking agents and employees are still below represenative levels.

The reports other findings are not noteworthy.

The other orders of MIDA Loic de Fourgéres are set into motion.

This just came my way courtesy of the Tilapian police. It is a coroner's report identifying a body that washed up on the shore near Buen Puerto as belonging to Peter Vasquez. I thought you might be interested.

The coroner's report is quite complete and official, including dental records and ID scans. The pictures of the corpse are particularly disgusting due to the water damage and some parts having been eaten by fish, and the coroner estimates the body was at sea for weeks.

Apparent cause of death is an execution-style gunshot wound to the back of the head.

When bringing potential capital cases to the courts for prosecution, you are hereby instructed to make it clear to judge or judges that the state is not seeking the death penalty and will appeal any sentence of death. For the most severe crimes, the ones that for which the death penalty could have been sought, you are hereby instructed to seek a sentence of 'life imprisonment without possibility of parole'.

These instructions are effective immediately for both on-going and future cases, and shall remain in effect until canceled.

From watching television, we are all familiar with the Miranda warning read to suspects and those arrested in the US. As the Eutopian charter of rights is somewhat similar to their bill of rights, maybe we should have a similar warning, so that some crook doesn't get off by claiming he wasn't aware of his right to remain silent or whatever. Could you look into this and draft something appropriate if it is needed? An ounce of prevention is worth a pound of cure. You needn't report back to me, unless the value is debatable.

A Deputy Minister reports back to the MIDA that response has been extremely hostile to the memo concerning the death penalty.

Federal law enforcement officers have reluctantly accepted the order, though they claim it to be intrusive and meddling, and removing an effective tool from their ability to deter crime.

Provincial law enforcement officers are divided. Some will abide by it. Others will ignore it.

Federal prosecutors, the ones who are actually charged with asking the court for specific punishments question the authority of the MIDA to control a function under the portfolio of the Commissioner of Justice. Since they, not law enforcement officers, prosecute the crimes, they are happy to accept the officers' recommendations but express no duty to comply.

Judges who have been informed of the memo have issued a scathing protest of the Minister's "apparent ignorance of the separation of powers" and this "clear and evident threat to judicial independence". While acknowledging the state's power to ask for specific punishments, they judges maintain that it is they who are ultimately charges with handing down sentences and administering the law as written, and so long as the death penalty remains on the books it shall remain an option in their sentencing.

The Deputy Minister, while siding with the Minister's position, makes the point that it is fortunate that this disagreement has remained an internal matter, as past conflicts between the executive and the judicial branches have resulted in public demonstrations that have divided the nation.
