[OOC: IKK is more than welcome to prepare a more detailed breakdown of expenditures within his Ministry and submit them to the GM for approval. But he (or any other Minister) cannot unilaterally change general expenditure levels, decide that specific programmes or services have been discontinued after funding has been allocated to them, or declare that there is left-over funding.]

OOC: how are Eutopia's schools organised? Are there different levels for students with differen capabilities (such as in Germany), or is everyone following the same classes?(I belive that's the case in the UK and the US)
