Welcome to the Ministry of Education, Culture and Technology

This ministry involves the folling issues:

Culture
Communities
Science, Technology
Communication, media (broadcast communications, not telephone)

This Minitry's budget is of a grand total of 40.5 bilion Ducats
divided in the following

The guide lines of the miniter because I'll not gonna be here for most time I'll keep the same guidelines:

Education

The top priority here is to get Higher Education in order. I admit that k-12 is my true passion, but we have a known crisis here and I hope to capitalize on the momentum that began last term. This will be done through the Higher Education Reform Commission. I will be continuing the moratorium placed on the construction of the new universities begun by my predecessor Vice President Fitzpatrick. In fact I think privatization and/or school closures of schools needs to be considered. I will also be shortly ordering a MECT review of all history textbooks used in Eutopia. Any found to be grossly biased/inflammatory or contain gross factual errors, will be banned from use in Eutopia schools.

Language

The ministry will be talking to educators throughout Eutopia to discuss the “Morgan Plan” of education.

Culture

I am hoping that we can organize another successful culture festival organized this term. More on this later

Communities

Development of libraries is the main goal in this area.

Science, Technology

By the end of this term I would like to see broadband internet access available to 100% of the island. This is an ambitious goal, I know, but is essential to help Eutopia maintain pace with the modern day economy. MECT is willing to pursue DSL, cable, satellite, whatever it takes to make 100% access possible.

Communication, media

I don’t want to endanger Eutopia’s terrific freedom of press. However, as it stands right now both radio and television stations pay nothing for the use of the public’s airwaves. With a looming budget deficit perhaps now is the time to consider what an appopriate tax would be on this issue. Obviously any sort of tax/fee would have to be done through parliament, but this ministry and media owners can begin this discussion.

Sports

Our president owns a racetrack, but it has been largely dormant. Revarand Teano has been trying to restart American Football. This is great. Once again I see a public-private partnership being the best way to proceed. Obviously the continued development of the Olympic program will be a priority.

National Parks

I would like to see a possible expansion of our natural parks. We have so much beautiful scenery in Eutopia and I would hate to see it destroy in the name of development.

Hello fellow Eutopians, I am the new Minister of ECT I'll continue the work of my predessesor, following the same guide lines *smiles* First I would like to say that I was shocked with the dead of Elijah and I would prefere not to be minister in the exange of his life.
We are in stormy times, the oragami bomber and the "revolution". I'm glad that the president *smiles for the camera* did handlle this in the best possible way, I did doubt about his way of handelling things yes it's true, but that was before the "famous" press conference... I NOW have confidence in the future of mr. O'Flonnin was the president of our fair republic...
But we need to continue think in probably the most important issue in all eutopia, EDUCATION. Education is fundamental, without education we can't evolve without evolving we'll stagnat IF we stagnat EUtopia will die...

I'll say, the things the minister talked I'll discossed the things the minister promised I'll do ;)

Minister IKK,

I want to comment how VERY impressed I am with your MECT agenda. It is very comprehensive and shows that you put a lot of thought into it. It is to be commended.

However, I have not just compliments, but also a complaint.

You have very eloquently (OOC: that is "very well stated" ;) ) talked about the problems we have with the budget deficit and how we have to reform higher education and how we must save money. I agree.

However, then I notice you are proposing bills that will cost Eutopia a lot of money with no new way to pay for them. :(

This is very bad. If education is so imporant, and we have to make cuts, then why are we spending NEW money on programs that are LESS important?

While I agree that the legislation you have proposed (cultural radio and new parks) are good ideas, I think your timing is bad. How can we afford these new things?

I agree very much with your MECT agenda, but your bills in parliament do not fit your agenda because they will take money we need for MECT (schools!) and put it elsewhere.

Please reconsider what you have proposed, or how it will be paid for.

Also, what is wrong with the parks we already have? ;)

Was you can see in our budeget we have PLANED 1 Bilion ducats here? in comm, media BUT we did EVER use it... so Let's start using ti NOW! with a RADIO not with a TV ( that offcource I would like more, BUT we don't have much money ;) )

About national parks is the same, this or any other minister before me didn't spend any "penny" in nation parks before, but we have PLANED 0,5 Bilion ducats to use...

here is out money for the bill ;)

Minister,

With all due respect, I think you may looking at the budget incorrectly.

Just because there has been no NEW spending - that is, no ministers have ADDED to the programs - does not mean that money was not spent or that there are not OLD programs that are using that money.

There is money being spent on existing communications and media projects, it is not just sitting there. Unless you want to stop funding all other programs and use it just for radio then you DON'T have any new money. :(

You see, you can't just look at the budget number and assume you can spend it all. That money is already being spent on existing programs.

You must choose - Raise new money for new programs, or cut old programs so you have money for new programs. There would not be money in the budget if it wasn't being used for something.

Of course, if you don't think there is anything under that comm/media budget worth keeping, then you can use the money for other things, but you will have to figure out what to cut.

Maybe there is nothing worthwhile in the existing budget that you want to keep. If so, then cut away. ;)

The truth, I know this sounds silly, because probably it is.. Is that all the money you see in Comm, media and in national Parks, the money is in a special found Created for future utilization, this meaning it counts was expeces in the budget BUT because we NEVER did use it... It is still there... Did you understand ;)

[OOC: Once a budget item has been approved by Parliament, it's fixed for the entire term. Ministers can suggest to discontinue or add funding, services or programmes while the budget is being drafted - but once the budget has been passed, they need to operate within the limits it sets.]

[OOC: Yes. But gameplay considerations impose limits on flexibility and complexity here. It can't be left to individual players to decide whether money was actually spent or not, so we will operate under the assumption that it was. If any money is left over, that needs to be decided by GM.]

[OOC: EDIT: okay, I'll explain a BUDGET is a piece of paper that SHOWS the money that is PLANED to be used... ( ex: if you ask the BUDGET of an house you ask it BEFORE you do the house not after the house is builded ) IN this budget it says I have 1 Bilion ducats TO use in comm, media, but he don't say I used it... THAT is a totatlly diferent thing, because if the "think" you call budget is that, the country is paralized.

NOW why I say I can do that things BECAUSE that money is in the budget BUT never was used... do you understand??? /]

[OOC: All money that has been allocated in the budget has been spent, unless the GM decide otherwise. If the GM decide there is money left over (which would happen at the end of the term), it cannot be re-allocated but will be available for next term's budget. It's basically an attempt to keep things as simple as possible. :)]
