What does it mean if you have Wilhelm Frick as your minister and it says
- +25 IC use

does it mean that the other countries use 25% more than they should or does it mean that they get a 25% bonus?

Also, when do you get the Mass Combat minister, I am in 1939 and he is still not here?

The ICs from foreign conquered territory are not fully used. He increases the used amount by 25%.

Now for the second question, how do I get the mass manpower minister in Germany? Is there an event that causes him to show up or is it a specific time? The one that says manpower X2. Any response will be greatly appreciated. Please.

I believe he appears on 1 january 1944. In earlier versions at least...

So how is Germany supposed to fight against Russia, which has 120 divisions on the Polish border? I thought that Germany was supposed to have a fighting chance?

germany actually should have enough manpower initially. also you should be a tad better techwise giving you the advantage.
