Just a thought. When you have skill levels for leaders, why not for ministers? Add a little more flavour to the game. For example, a skill 5 laisse-faire minister would maybe be of greater use than a skill 2 resource industrialist.
Technically spoken, you could have a base modifier (like +3% IC for the resource industrialist) and then bonuses for each skill level (+1% IC in that case).
Opinions?

I have thought this as well, and think it would be an excellent way of adding flavour. There is something a little disconcerting about having the Chief of the Bhutanese Army, providing as much of a bonus to Armoured Units, as say Guderian or Rommel. This would be a most welcome addition.

ps: make minister traits modabble this time around pls! The only time I was ever even slightly disappointed with HOI2 was when I found out that the bonuses could not be modded.

I agree to that and in HoI3 i hope that some minister traits aren´t broken anymore, eg. the Intelligence minister which should give you +5% research speed...

I do not think that ministers can have skill levels because compared to army commanders they are not as active. In HOI2 the combat system is complex and involves a large number of factors, whereas ministers only influence a small area each, and not in a way that is as complex as the combat system. However if HOI3 creates more ways to use ministers in a similar system, then I think skill levels would be a great addition.

Another thing about armies chiefs of staff.
So if you choose one general, this leader won't be available for commanding one of your armies.

I think its a good idea, but I do not like the idea of them gaining skill levels. Just that their skills should reflect their historic value

Maybe it would take some time for them to reach their skill level, representing the time it takes to get used to the new job.
Example: skill 4 resource industrialist, new in the job he would have 2/4 skill (and only half the IC bonus) and gains one skill level each month until his normal skill level is reached.
