Acknowledged. I don't understand how this could have slipped through all the cracks. I tested the change made from making sure that the research modifier from research was useful for all techs, but it never entered my mind that the programmer originally writing minister effetcs and tech-research code had not applied the minister effect AT ALL.

EDIT: I also checked the bug-database now and its not been reported there either.
