Minister pics and counters

Please, even if they have to be fictional people fictional people...I'd love for there to be no blank ministers. It makes the game look unfinished.

Also, I'd personally prefer if counters didn't use war flags and kept the national flags for ground troops. The Soviet counter looks especially yuck :/

I think fictional people would be a bad move. However, I'm sure if you suggested a few people that could take the place of various blank ministers along with a link explaining who they were that the devs would add them into the game.

I do agree that it makes the game look unfinished if there are blank ministers.
