Is an Industrial minster (+15% IC) better than having tech Minster(fighter +10%, bomber +10%) if you intend to concentrate on air power? Which is better in the long run? I know the tech minster also reduces the time to build so is it better?

Depends on who u are playing as and ur resource situation. That +15% IC can put a strain on your resources. However, if you have the resources to spare, I'd go w/ the IC minister b/c its a much more well rounded minister and gives u more to work w/ when those air techs are being researched.

You need to consider several issues.

The administrative genius +15% IC is fairly clear cut - you can see exactly what it does. It doesn't make anything quicker, it doesn't make anything cost less. It does need 15% more resources.

The air... proponent minister has different effects. I'm not sure which one you are thinking of as I don't believe there is one that effects fighters and bombers. The effect that all the +10% on unit type capabilities is to give a 10% reduction in daily build cost and a 10% reduction in build time. This actually gives a 19% ( .9*.9 = .81) reduction in total cost which is quite significant.

That depends very much on who you are playing and your situation. Resources are an issue as already pointed out. Also, if you are playing a low IC country the 15% may not actually be all that much, so the shortened research/build times become much more efficient.

But overall, its better to go for the Administrative Genius minister. After all, you can select an Air Superiority Proponent as your air force minister as well ...

19% reduction yes, but only due to Air Tech. Even if you try to research all Air Tech, you still will only have a few techs at a time. Therefore, as an example only 75IC/day (from light/heavy air techs alone) will be getting the 19% benefit advantage. But what about the other 150IC/day you have in INF/TANK/IND/ELEC, etc....no bonus..

If I have a choice and I have the resources, I always go with the Admin Genius. I could ONLY see choosing it, if I had to make a suicide mad dash to get certain AIR tech, QUICKLY, 10% faster.

Ministers that speed up research can be very useful in some limited circumstances. The USA has several ministers like Oppenheimer that speed up research and is usually in a peaceful situation for quite a while. Oppy can greatly speed up research in critical areas as long as you put IC into those areas. He's a THEORETICAL_SCIENTIST armament ministers who gives 10% cost and time reduction for Electronics, Rocketry and Nuclear research.

During war the basic question as others have noted is whether you have the resources to support more IC. If you do then usually there is no need to switch away from an admin genius. The various proponent armaments ministers would probably only be useful in very limited situations such as when you need to quickly build up an effective tactical airforce.

The problems with the naval and air ministers is that they have a tradeoff: they lower the cost of some units while raising the costs of others. So if you are building up a balanced navy you might gain nothing from them unless you fine tune when you use them.
