This change seems to have not been in the patch notes.

Previously using the command to build all mining stations in a system would remove the mineral cost upfront and if the work was cancelled it would be refunded.

Now it seems it only takes the cost of each mining station as it begins to build, which is very annoying because i'll be like "hey I have minerals to build that district" only for all my mining stations to not get built!

Yeah, I cannot fathom why they made it like this.

I believe the "charge when you start building" change was made to fix some issues where you would lose your resources (including potentially influence) because of situational changes.
